- Description
- The Department of Veterans Affairs is seeking construction contractors for Utility Relocation, Phase 2, at the VA Medical Center in Biloxi, MS. The project number is 520HS317H. Competition for this procurement is unrestricted (full and open competition). Contractor shall provide all necessary supervision, labor, materials, tools, components, transportation, permits and licenses to construct a new Chiller plant addition and associated site work. Work includes complete building shell and all exterior and interior work identified within the specifications, will include slab on grade, steel frame structure, metal roof, structural steel for cooling towers. Exterior to include precast concrete panels, 4 roll up doors and one exterior door. Installation of four chillers and 3 cooling towers, will use existing 500T cooling towers for 4th chiller, and will be kept where they are currently located. Two new 12,000 gal fuel oil tanks will be installed adjacent and will be above ground type. Install approximately 12,000 lf of chilled water distribution piping, including loop. Install approximately 14,000 lf of steam distribution piping to include redundant piping. Eliminate steam traps. Provide 12,470 volt power distribution to all new and existing buildings. Entire campus power distribution system is to be converted from 4,160 volts to 12,470 volts, includes 2 new and separate feeders, min 100' apart. Provide for site electrical upgrades, including new switch gear. Install new generator. Install oxygen tank pad including piping, includes alarm system, power and control systems and pad for tank, tank will be provided by O2 supplier. Provide for associated earthwork, manholes, valves, encasements, structures, and all other work incidental to accomplish the aforementioned items. Implement measures to comply with VA Physical Security Design Manual requirements are not included in these amounts and shall be tracked independently. The estimated cost range for the project is between $20,000,000 and $50,000,000. The firm must be a General Construction firm approved under NAICS Code 236220 and the size standard is $33.5 Million. Small business subcontracting goals for this project are as follows: (a) 28.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 7% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% Hubzone Small Business, and (f) 10% Veteran-Owned Small Business (VOSB). Prospective contractors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov prior to award. Prospective offerors/contractors may obtain copies of solicitation documents, which are available only in.pdf electronic format, by registering and downloading plans and specifications from the FedBizOpps website at www.fbo.gov (to access export controlled solicitations, vendor must have an MNPN in CCR, a DUNS number, and be registered in FebBizOpps. A Pre-proposal conference is scheduled for January 7, 2009, at 9:00 AM local time in Building 17 at the VA Medical Center in Biloxi. Solicitation documents will be available on or about December 9, 2008 and the approximate proposal due date is January 22, 2009. Award of a firm fixed-price construction contract is scheduled for on or about March 20, 2009. There will be no public bid opening. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received.
