Description
In accordance with FAR Part 13, Simplified Acquisition Procedures, and FAR Part 12 Commercial Items, the U.S. Environmental Protection Agency (EPA) intends to purchase a Scanning Transmission Electron Microscope System (STEM). The system must be able to accommodate Energy Dispersive Spectrometer, Tomography Imaging, Remote Control Imaging, Bottom mounted and side mounted digital cameras and STEM imaging. A. MINIMUM GENERAL SPECIFICATIONS: The System shall be comprised of the following specifications: Transmission Electron Microscope1.200kv maximum accelerating voltage with minimum 50V/step HV control2.LaB6 electron gun assembly3.Analytical pole piece with min. resolution of 0.25 with +/-30 degree tilt4.Double tilt specimen holder5.Side entry Goniometer6.Motorized apertures7.Computer controlled electron optics8.High contrast apertures9.Differential vacuum system10.Digital scanning system with Image scan, Line scan, Spot scan and Externally controlled scan options11.Low mag range of 100x-10,000x12.High mag range of 20,000x-10,000,000x13.Microscope shall have the ability to be operated fully from a remote location. Operation includes manipulation of apertures and beam by the user in order to conduct analysis. Tomography1.Hardware should be provided to support the acquisition of tomographic images2.Software should be provided to perform image acquisition, registration and alignment for generating tomographic series images. EDS1.System should be provided with EDS2.EDS should have a window of 30mm or greater3.EDS system should include: detector, computer system, analytical microprocessor and image capture system.4.Software should be able to allow user to acquire spectra, perform elemental identification, and perform quantitative analysis and report results using mapping, line scans and point analysis. Camera systems1.System shall be compatible with an existing Gatan ES1000 column mounted digital camera2.System shall be provided with an additional and compatible bottom mounted digital camera3.The system shall be capable of acquiring traditional film images Computer systems 1.New and up to date computer systems shall be provided for Microscope, camera and EDS2.Computers should be provided with the most current hardware and accessories as is available for the equipment3.KVM switch shall be provided so a single keyboard and mouse can be used4.20? monitors shall be provided with system 5.Software should be capable of:?Instrument control?Remote operation of instrument?Tomography and reconstructions?Camera systems?EDS acquisition and Data processing Warrantee 1.The instrument and components shall come with a minimum one year parts and service warrantee where-in all parts will be covered against failure and onsite service will be available at the manufactures expense.2.In addition to the instrument warrantee, the first year preventative maintenance agreement should be quoted as an optional purchase in the proposal. Training 1.On site installation and training shall be provided for the TEM, STEM, EDS & Camera systems.2.Training shall be offered by a qualified product specialist.3.Training via off-site courses will be considered if available. Additional Specifications General Requirements 1.Equipment will be expected in a timely manner with installation complete in 6-9 months of proposal acceptance barring unforeseen complications.2.Installation and equipment testing should be preformed by qualified product specialists or engineers upon delivery.3.Onsite service of equipment will be necessary and local service engineers should be available under normal circumstances within 72 hours of a service call. 4.The submitted proposals should include a list of optional accessories compatible with this system. They should be listed as optional items and quoted as line items outside of the main quote. These items might include: a one year preventative maintenance service contract for year two, Cryo accessories, apertures, High Res pole piece, Vibration isolation equipment, Field Dampening equipment?etc. Parts that could be used to upgrade the system now or in the future or items considered to be expendable which could be purchased now if there are additional funds available.5.The Vendor must be willing to remove the existing instrument prior to or at the time of the installation of the new STEM system. 6.It is desirable to have the vendor offer a credit towards the exchange JEOL 1200ex currently in use with the Agency. The North American Industry Classification Code (NAICS) is 334516. THIS NOTICE OF INTENT is not a request for competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements by submitting technical documentation to William M Yates, Contracting Officer, at the office identified above, by fax (513) 487-2107 or by e-mail yates.william@epa.gov. The technical documentation must establish that the instrument to be provided meets all requirements. The solicitation release date is anticipated to be December 11, 2008. Anticipated award date is December 30, 2008. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
