Description
THIS IS A SOLE-SOURCE SYNOPSIS. The 45th Contracting Squadron intends to negotiate a follow-on contract on a sole-source basis with Southern Methodist University (SMU), Dallas, TX, for support of nuclear test ban treaty verification. The objective of this acquisition is to expand the capabilities of the Seismo-Acoustic Monitoring Program. This program requires deployment of geophysical and acoustic data acquisition equipment to assist in the identification of small size, natural and man-made sources. This project will also conduct research to develop seismo-acoustic analysis methodologies for data from multiple arrays for detection, location and characterization of explosions. The period of performance is for one (1) 2-month basic period and four (4) one-year priced options (1 Aug 2009 - 30 Sep 2012.) A cost- type contract is anticipated. No solicitation documents exist at this time. This service utilizes North American Industry Classification System (NAICS) code of 541690 with a business size of $6.5M. This is a sole-source acquisition with SMU IAW FAR 6.302-1 and pursuant to 10 USC 2304(c)(1), only one source capable of fulfilling the government's requirement. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. The 45th Contracting Squadron has determined SMU is the only source of providing this requirement. Phone calls will not be accepted.
