Description
Washington TRU Solutions LLC (WTS), on behalf of the United StatesDepartment of Energy (DOE), is seeking expressions of interest from those who would want to purchase salt pursuant to the Materials Act of 1947 in the run of mine (ROM) condition. ROM salt is dry and ranges in size from small boulders to dust. ROM salt contains about 2.2 percent insoluble material, mainly gypsum, calcite anhydrite and clays. No grading, sizing, or separation is performed and no facilities currently exist to perform any conventional preparation processes. The total ROM salt that will be available over a period of seven years is approximately 700,000 tons, of which 400,000 tons are available now in an uncovered pile. When mining is active approximately 8,000 tons would be available each month. There is no contact between Waste Isolation Pilot Plant (WIPP) ROM salt extracted to construct the repository and the waste disposed in the repository. The ROM salt will be made available as is, where is at a surface location at the WIPP site. Offers will be evaluated on price, purchase schedule, total volume required, and method of operation for the removal and transport of ROM salt from the WIPP site. WIPP is a geological repository designed to permanently dispose of transuranic radioactive waste left from the research and production of nuclear weapons. Located in southeastern New Mexico, 32 miles southeast of Carlsbad and is accessible via highways 62-180 that is approximately 12.5 miles to the north and highway 128; this is approximately 4.5 south of the facility. The WIPP Project facilities include disposal rooms excavated in an ancient, stable salt formation 2,150 feet underground. Transuranic waste consists of clothing, tools, rags, and other disposable items contaminated with trace amounts of radioactive elements, including plutonium. This is a request to determine if your firm is interested in receiving a Request for Proposal (RFP) to purchase this ROM salt. In responding to this request, interested parties are asked to indicate the following: 1) The term or period for which they would be willing to commit contractually to buy WIPP ROM salt, 2) The frequency with which they would expect to take possession of and remove WIPP ROM salt tendered for delivery by the U.S. Government over the contract term, 3) The volume or tonnage that they estimate they would buy and remove during the entire sales contract term. 4) Besides providing the above information, interested parties should provide comments or suggestions that they believe are pertinent to such sales. In order to facilitate the preparation of responses and to provide a thorough understanding of physical layout of the ROM salt pile and WIPP facility, a pre-solicitation conference will be held on December 8, 2008, from 9:00 am to 12:00 pm MDT at the WIPP site. A member of Procurement will meet representatives of the interested parties at the Guard and Security building and direct them as appropriate. The pre-solicitation conference will include a walking tour of the current ROM salt pile, access routes to the ROM salt pile and the nearby rail spur. In addition, WTS will have containers for the interested parties to obtain ROM salt samples from the ROM salt pile for their consideration. Interested parties must notify WTS of their intent to attend the conference by contacting Mr. Mark A.
