Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Solicitation number is HSCG85-09-P-66P286 is issued as a Request for Quotations. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-26. The NAICS Code is 334519. The small business size standard is 500. This requirement is being solicited with the intent of issuing/negotiation a contract with Interocean Industries, Inc, the original assembler/installer in accordance with FAR 6.302.1 (Sole Source Requirement). The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. Statement of Work: CGC HEALY Science Winch Groom Winter 2008-2009 Period of Performance: 08 December 2008 – 19 December 2008 Equipment grooms, snatch block maintenance and on-site familiarization training – 1.The Contractor shall perform one pre-deployment groom on each of the cutter’s science winch systems and associated equipment, including but not limited to sensors, interlocks, controls, all sheaves, including the overboard sheave in order to insure correct and safe operation of the systems during the 2009 field season. - Work to be completed from 08 December 2008 – 19 December 2008. The groom shall include: 1.1.A validation that all system components are operating within the manufacturer’s tolerances and specifications. 1.2.A check of the interfaces to all sub-Contractors provided components to ensure the proper communication and interoperability of these components with the system (has to be coordinated w/ Science Support and Alsthom) State that this will be done during the at sea portion of the work during shakedown. 1.3.Repair, renew, adjust and test improperly functioning components. 1.4.Perform static and dynamic weight tests and certify each of the winches and wires. 1.5.Remove a representative sample of each wire, have it pull tested (ends free to rotate) by a certified wire testing lab such as Tension Member Technology and provide test results to the ship (one paper copy and PDF files on permanent media such as CDROM.) 1.5.1.Contractor to re-terminate the wire ends prior to dynamic weight test. 1.6.The overboard sheave maintenance shall include: 1.6.1.Repair, renew, adjust and test improperly functioning components on the 53 inch and 22 inch blocks. 1.6.2.Refurbish one 53 inch and one 22 inch snatch block identified by the cutter; specifically the blocks that were not refurbished in 2007. 1.6.3.Verify proper groove diameter for 0.322”, 9/16”, 3/8” and 0.680” wires. Re-machine or otherwise restore wire groove diameter to match the wires. 1.6.4.Properly label the sheaves with their wire diameters. 1.6.5.Sandblast, prepare and paint with three coats of marine grade paint both 53 inch sheaves located on the bulkhead just aft of the aft conning station. 1.6.5.1.Contractor to remove sheaves from bulkhead. 1.6.6.Prepare and deliver to the ship a recommended set of routine PM procedures. Documents to be provided in PDF format on permanent media (CDROM) and one paper copy. 1.7.The Contractor shall provide all parts, materials, and consumables required for the performance of all work All Contractor furnished parts, materials, consumables, along with pricing shall be provided to the government in the form of a CFR and reimbursement will be negotiated as a work request in accordance with regular contract growth guidelines. 2.The Contractor will perform operational testing of all the cutter’s science winch systems and associated equipment at sea during the ships shakedown deployment which is notionally scheduled for 28 January to 10 February 2009. Coordinate actual testing days and locations to meet and depart the cutter with unit personnel, your point of contact is LT Oscar Galvez, at 206.217.6300. For estimate purposes expect this time period to be approximately 4 to 6 days. 3.During the groom and operational testing, the Contractor shall test and validate system and component performance, as required. For such testing, Coast Guard personnel will operate the equipment under the guidance of the Contractor. Though the Contractor is responsible for all equipment adjustments and calibrations, he/she shall actively educate Coast Guard personnel regarding the adjustments/ calibrations for familiarization. In addition, the Contractor shall perform operational familiarization and maintenance familiarization training to select Coast Guard operations and maintenance support personnel. Time shall be allocated in the performance schedule for familiarization training. 4.The Contractor will be reimbursed for travel, lodging, airfare, and per diem in accordance with Government travel rates. 5.All of the above work is to be accomplished in accordance with COMDINST M9000.6E Chapter 591. The two technical evaluation factors are approximately equal in importance. Price is also an evaluation factor for award.
