Description
MULTIPLE IDIQ CONTRACT FOR BASE COMPREHENSIVE PLANNING, PROGRAMMING, AND ENVIRONMENTAL PLANNING THIS ANNOUNCEMENT IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT FOR PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government’s requirement to industry. Response to the RFI is strictly voluntary and will not affect any firm’s ability to submit an offer if, or when a solicitation is released. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. HEADQUARTERS AIR FORCE SPECIAL OPERATIONS COMMAND (HQ AFSOC) at Hurlburt Field, Florida, is seeking information from firms qualified to perform services listed below. Information provided will be used to determine the feasibility of HQ AFSOC awarding multiple IDIQ Contracts for Base Comprehensive Planning, Programming, and Environmental Planning. Request interested firms complete the following attachments: Part II of the SF 330 – Architect-Engineer Qualifications and the Market Research Questionnaire. Submit original and two (2) copies of each to: HQ AFSOC/A7KQ, Attn: Judith F. Smith, Contracting Officer, 427 Cody Ave, Bldg 90333. Hurlburt Field, Florida, 32544 NLT 1600 hours C.S.T. on Monday, December 15, 2008. GENERAL CONTRACT INFORMATION: HQ AFSOC anticipates award of Multiple IDIQ Contracts. Contract performance period is 5 years (no options). Services will be required both CONUS and OCONUS. Cumulative ceiling price for all Delivery Orders (DOs) issued against all IDIQ contracts shall not exceed $25M. DO minimum award amount is $25K and maximum award amount is $750K. Each firm awarded an IDIQ Contract is guaranteed a minimum of $50K in DO award(s). Logical follow-on DOs shall be used for services requiring more than 12-months to complete. GENERAL TASK INFORMATION: (1) Base Comprehensive Planning includes: (a) Field investigations; (b)Mapping; (c) Aerial photograph; (d) Transportation planning; (e) Geographic Information System (GIS) services; (f) Environmental survey / studies/compliance/design services; (g)Hazardous material (asbestos, lead based paint, etc.) surveys and testing; and (h) Site, utility, facility planning studies; and the preparation of programming documents, reports, or multiple permit preparation. (2) Programming includes: (a) Schematic design; (b) Design development; (c) Value engineering; (d) Cost estimating; (e) Preparation of specification and construction contract documents; and (f) DD Form 1391 preparation. (3) Environmental Planning includes: Environmental Impact Analysis Process (EIAP) GENERAL EVALUATION CRITERIA: (a) Firms shall be evaluated in terms of its -- (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Firms shall have recent (within 3 year), relevant, successful past performance in all three task areas of Base Comprehensive Planning, Programming, and Environmental Planning. (7) Acceptability under other appropriate evaluation criteria.
