Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Malvern Instruments, Inc., 117 Flanders Road, Westborough, MA 01581-1042 for the acquisition of a Zetasizer Nano-S with flow modeoption particle size analyzer. The purpose of instrument is to allow for characterization of colloidal materials in environmental samples. Required Specifications: Unit must be able to perform particle size measurements from 0.6nm to micron range; must utilize a He-Ne laser; be usable in both batch and flow through modes (i.e. as a detector in a chromatographic system); XP compatible data analysis software: Provide installation and training on-site. The unit will be interface as a detector with an Asymmetric Flow Field Flow Fractionation (AF4) system. It is critical that the new particle analysis measurements that is made with the AF4 detector be comparable to those measured independently, so it is necessary to have two identical particle analysis units. The EPA has identified Malvern Instruments, Inc. the only vendor capable of satisfying this requirement. In order to ensure data compatibility the circumstance permitting is FAR 13.106(B) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
