- SCOPE OF WORK This position is located in the NIH Clinical Center, Office of Financial Resource Management (OFRM). The Contractor is responsible for providing on-going support to the OFRM for routine and special projects. The purpose of this job is to provide CC budget formulation, execution and –presentation training and guidance during the transition to new support staff. DUTIES Duties include, but may not be limited to the following: •Prepare materials for various financial management review groups and required annual reporting, as requested •Train new employee(s) on the following: oBudget development and execution process oMonthly/annual reporting documents oResource databases oPolicy and HHS/NIH/CC policy and guidance oExecuting non-Management Fund accounts oMonitoring organization-wide contracts utilization oTerminology •Assist with technology modernization for financial programs •Serve as backup and assist other analysts in OFRM in executing assigned projects •Perform other related duties as assigned. QUALIFICATIONS OFRM requires an individual with broad knowledge of the Clinical Center’s programs, personnel, contracts and budget. Contractor will have prior experience working with the NIH NBS system and many of the other NIH databases i.e. Datawarehouse and NVision. Contractor will have experience working in a hospital environment and have experience contracting with other government components through inter-agency agreements. Qualifications will also include experience working under the NIH guidance and policies; working knowledge of the NIH accounting practices and reporting requirements. Contractor will possess the knowledge of the Clinical Center’s guidance and policies which will be needed in the training of new staff members. CONTRACTOR REQUIREMENTS FOR DELIVERY OF SERVICES Contractor shall provide services Monday through Friday during normal business hours, up to 40 hours per two-week period. These hours will consist of four full days on the Bethesda office site and the remaining hours shall be performed at the contractor’s office. The Contractor shall be required to document actual hours worked by use of a timesheet. The Contractor shall only bill for actual hours worked. The Contractor shall provide this documentation in a format (preferably electronic) which is an easily audited format acceptable to the Government. ANNUAL LEAVE and SICK LEAVE The Contractor shall not earn any type of paid leave. SUPERVISORY CONTROLS The Contractor serves under the general direction of the Chief, OFRM, or his designee. Duties and responsibilities are carried out with independence and do not require direct supervision. Performance is reviewed for compliance with established departmental outcomes, and over contributions to the department in achieving desired goals. GUIDELINES Guidance includes Departmental, Clinical Center, NIH, Federal Policies and References as well as standards of practice set forth by the JCAHO, OSHA and the National Institute for Occupational Safety and Health. Interpretation and adaptations of the guidelines to specific problems are frequently required. The Contractor also assists other staff members with problems that arise. PERSONAL CONTACTS Personal contacts are with health care professionals and other administrative staff within the immediate work environment. The incumbent also interacts with other administrative and healthcare professionals throughout the Clinical Center, other Institutes, other Federal agencies and representatives from private industry. PURPOSE OF CONTACTS Contacts with other hospital personnel are for the purpose of planning, education, evaluation of service and performance improvement activities. PHYSICAL DEMANDS The duties require walking and carrying light items such as journals, files and books. Eye strain and back strain are associated with long periods of working at a computer. IDENTIFICATION BADGES AND KEYS The Government will provide Contractor with an identification badge which shall be worn at all times while on duty. The identification badge will contain a photograph of the employee, with employee name and an expiration date. The Government will issue keys to Contractor as appropriate. The Government will issue a parking permit to Contractor to allow for parking on the Marriott and NIH campus. Contractor shall be required to return identification badge, keys, and parking pass to the Government immediately upon termination of employment. The Contractor shall not invoice the Government for the employee's last pay period until identification badge, keys, and parking pass are returned. PERFORMANCE MEASUREMENTS Evaluations of the Contractor's performance will be conducted periodically throughout the contract period of performance. Performance will be measured against those standards set forth in the statement of work and elsewhere in the contract as well as those standards in the NIH Contractor Performance System. Poor or unsatisfactory performance may result in discontinuance of part or the entire contract. Formal performance reviews will be conducted at least annually in accordance with procedures set forth in the NIH Contractor Performance System. LOCATION OF CONTRACT ACTIVITIES Contractor will be required to provide services on the NIH Democracy Plaza site (Democracy 2) in Bethesda, MD and at the contractor’s place of residence or office. PERIOD OF PERFORMANCE The period of performance for this contract shall be January 20, 2008 through January 19, 2009. The contract shall be renewed after that period based on need for services.
