- NASA/JSC plans to issue a draft request for proposal for the Altair ConceptualDesign Contract.The Altair Project Office is looking to build on the knowledge gained through the BroadArea Announcement (BAA) Lunar Lander Study Contracts. The goal of the BAA Lunar LanderStudy Contracts was to obtain industry input on the governments study philosophy,establish a study team capable of working together toward a common government led design,and develop alternative design concepts from a single set of requirements. In support of the Altair project, this contract shall provide the necessary resources toconduct NASA directed engineering tasks in support of evaluating vehicle conceptualdesigns, maturing the vehicle design, and developing the necessary products for SystemRequirements Review (SRR) and System Design Review (SDR). Tasks include the definition,analysis, assessment, engineering study and documentation of operations concepts,technical and programmatic requirements and processes, and system implementations insupport of NASA-led activities. The results of these tasks will be provided to theGovernment for their consideration and all decision-making for establishing the Projectrequirements, concepts, processes, and implementation is solely the responsibility of theGovernment. These tasks will require working with the Constellation Program and ProjectOffices, other NASA Centers, and other contractor organizations.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 336414 and 1,000, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the DRFP is on or about December 16, 2008 with ananticipated Request for Proposal on or about January 23, 2009 with offer due date of onor about February 20, 2009.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/JSCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=73 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any).
