- Description
- The vendor will set-up equipment, audiotape, transcribe, write minutes/summaries and deliver the finished product. The vendor will meet with Clinical Center staff to define product (transcript versus meeting summary), format, delivery mechanism, process for inputting edits and revisions to summaries. Contractor will demonstrate extensive experience and demonstrated skill in providing meeting transcripts and an understanding of complex medical terminology in order to provide intelligible and accurate minutes and summaries of meetings. The recorder will correctly identify (a) meeting participants, and (b) individuals and organizations named during meeting discussions. The transcribed product is to be delivered as (a) a hard-copy transcript and (b) an e-mailed electronic file and/or disk version in MS Word. The contractor will be provided with copies of previous minutes, which must be used as templates. Meeting location and times will be provided. Clinical Center staff will determine specific deadlines for the completion of projects. Deadlines will depend on the nature and complexity of the content, as well as the time sensitivity of the material. Time requirements per month will vary according to meeting schedules, but it expected that the project will require approximately 526 labor hours per year. Following are estimates of the number of each meeting per year, average meeting length, and the usual number of attendees needing to be recorded: Meeting #/year Length Attendees NIH Advisory Board for Clinical Research (ABCR)36 hours 21 ABCR Finance Working Group24 hours 9 Medical Executive Committee (MEC) 242 hours 30+ Department Heads 121.5 hours 50 Patient Advisory Group 3 3 hours 38 Bench-to-bedside reviews 1 5 hours 17 Institute planning meetings14 1.5 hours 6-30 Reporting Requirements The contractor will provide monthly reports to the project officer that will include -a list of meetings covered during the reporting period -a list of finished products provided during the reporting period -actual costs broken down by project -actual hours worked broken down by project. Period of Performance Contract is one year from date of award. Contractor will meet with the project officer no later than one week after award date to develop a project schedule. Content/Data Ownership All transcripts and written material are the sole property of the U. S. Government and the National Institutes of Health and will not be shared with any third party or be used by the contractor for any purpose other than specifically requested by an authorized representative of the National Institutes of Health. If for any reason this project is terminated or delayed for an excessive period of time, due to any cause other than poor performance by the contractor, payment will be made for the actual amount of work completed, on a pro-rated basis.
