Description
The US Army Contracting Command, Joint Munitions & Lethality (JM&L)Contracting Center, Picatinny, New Jersey has a requirement for the production of various Mortar and Artillery components in accordance with Government Technical Data Packages (TDPs). See Attachment 1 for a list of the Picatinny artillery and mortar components, with associated drawing numbers, distribution levels and estimated quantities being solicited under this synopsis for Request for Proposal (RFP) W15QKN-09-R-0364. For your reference, additional artillery and mortar components are being solicited by the Army Sustainment Command (ASC), Rock Island, Illinois, under a separate synopsis for RFP W52P1J-08-R-0088. Those additional components, and the POC at ASC, are identified separately in the list for ASC artillery and mortar components shown in Attachment 2. Both RFPs are total small business set-asides. The Government anticipates utilizing best value procedures to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with a base contract ordering period of 5 years and an optional ordering period for an additional 5 years (FY09-FY18). As the need for individual ammunition components arises, Firm Fixed Price (FFP) delivery orders will be competed among the small businesses holding IDIQ contracts for the respective component in accordance with FAR 16.505(b)(1), Fair Opportunity. The associated North American Industry Classification System Codes (NAICS) for the categories of mortar and artillery components are as follows: Shell Bodies, NAICS 332993; Body Tubes and Tail Cones, NAICS 332995/322214; Lifting Plug/Shock Attenuating, NAICS 332999; Closing Plug, NAICS 332999; Candles, NAICS 339999; Containers, NAICS 332439; Spin Brake, NAICS 333513; Canister Assembly, NAICS 332999; Boxes, NAICS 321920. To obtain a copy of the TDP for a particular component, please contact the person identified in the attached list of components. All interested parties requesting a TDP with a Distribution Level other than A will be required to submit a certified DD2345 in accordance with DoD Directive 5230.25, and a Non-Disclosure Agreement, as shown in Attachment 3. This draft RFP will be issued electronically in accordance with FAR 4.5, therefore, hardcopies will not be provided. An electronic copy may be downloaded on or after the issue date by accessing the following internet address: http://procnet.pica.army.mil. Interested small businesses are advised to periodically access the above addresses in order to obtain any amendments which may be issued. It is our intent to hold an Industry Day at Picatinny Arsenal approximately two-three weeks after release of the draft RFP. Please do not submit any requests to attend Industry Day through this pre-solicitation notice. A special notice on Industry Day will be announced at a later date.
