Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Pittsburgh, PA, hereby announces its intent to issue a purchase order to Lawrence Behr Associates for professional consulting services. The project consists of professional consulting services to identify and recommend for selection a commercial prefabricated structure to meet shielding requirements as determined. The work consists of consulting services as requested to enable fabrication, delivery and installation of a prefabricated radio frequency shielded enclosure of approxiamately 250 sq. ft., with an 8 ft. ceiling and with radio frequency suppression of 100 dB @ 10 kHz - 10 GHz. NIOSH has been assigned the task of researching underground mine communications under the Miner Act of 2006. In order to conduct this research, the Pittsburgh Research Laboratory requires a radio signal shielded laboratory in which they can design, calibrate, quantify, and document, receiver and transmitter characteristics under varying conditions. The frequencies of the devices under test will include everything from a few Hz up to many GHz. The shielded laboratory will isolate very sensitive receivers from the influence of all man made and environmentally generated electrical noise sources. Additionally, the shielded laboratory will contain any generated signals within the laboratory and hence minimize influence or disruption of radio based systems external to the laboratory. Not only is the design of the laboratory important but also the selection and evaluation of the area in which the laboratory is placed is extremely important. All facets of the design and placement of the laboratory must be done under the careful supervision of people skilled in the art. LBA (Lawrence Behr Associates) have the proper skills. They have the unique capability of supplying prefabricated and even custom designed shielded enclosures and also adapting space to be retrofitted with shielding. This project is supported by justification for other than full and open competition to Lawrence Behr associates under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to Margaret L. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Lawrence Behr Associates, 3400 Tupper Drive, Greenville, NC 27834 as the only source and a purchase order will be issued without any additional notices being posted.
