- Sources Sought Notice This is a sources sought notice published for market research purposes only. Anticipated NAICS code is 237990. The Forest Service is conducting market research on a possible requirement for stream restoration work on Dave’s Creek located on the Kenai Peninsula, in Alaska. The schedule of items and statement of work provide a listing of the type of equipment that may be needed for this project along with a brief description of the project. The magnitude of construction is estimated to be between $500,000 and $1,000,000. Funds are not currently available or obligated for this project but are expected in fiscal year 2009 and 2010. This project will address the first ½-mile of Dave’s Creek downstream of the Tern Lake outlet. Over the course of the two (2) year project, the following tasks will be accomplished: •Restore the stream channel, floodplain, and streamside vegetation within a 2,000-foot long segment of Dave’s Creek downstream of the Tern Lake outlet to improve fish and wildlife habitat, stream channel condition, and water quality. •Construct approximately 400 feet of accessible trail in the immediate vicinity of the Tern Lake Day Use Area. Project details: A 2,000-foot long impaired section of Dave’s Creek, just downstream of the Tern Lake outlet, will be restored over a two (2) year period. The aquatic habitat and riparian conditions in Dave’s Creek are poor as a result of historic road construction and other past activities that have manipulated the stream channel. This project will move a portion of the existing channel away from the Sterling Highway to create a new, more sinuous channel designed to mimic natural conditions. Other portions of the existing channel within the project area would be modified or enhanced in place. Stream restoration work will modify/construct the stream channel to include pool-riffle sequences, engineered logjams, side channels, and instream log/rock structures where applicable. New segments of the channel will be constructed “in the dry” wherever possible to minimize water quality disturbances, and water will be routed into these new channels after they are constructed to specifications and grade. Because the existing channel is severely entrenched, a new floodplain will have to be created adjacent to the restored channel, requiring considerable earth moving. Portions of the old channel will be filled in to create additional floodplain. The restoration contract will include final grading, but not re-vegetation. Re-vegetation of the riparian areas and floodplains will be conducted by the Forest Service in following years. Equipment will likely include 1 or 2 excavators, 1 or 2 D-5 to D-8 bulldozers, 1 rock truck, and 1 tree skidder. Stream restoration materials, including whole trees, boulders, and gravel, will be taken from the project area, adjacent areas, and off-site sources within 10 miles of the project area. Approximately 0.4 miles of temporary access roads will be created and reclaimed after project completion. The restored stream channel, floodplain, and riparian area will cover up to 9 acres. Approximately 400 feet of trails will be constructed within the project area to replace existing user trails along the banks of Tern Lake and Daves Creek. These trails will be constructed to meet accessibility standards and will be constructed further from the banks than the existing trails in order to protect the banks and riparian vegetation. The State of Alaska requires that all in-stream restoration work is conducted between May 15 and July 15 to protect anadromous fish. It is anticipated that completion of all of the stream restoration work for this project will require between two (2) and four (4) months of heavy equipment construction work. It is anticipated that at least half of the stream restoration work will be completed between May 15, 2009 and July 15, 2009, with the remainder completed between May 15, 2010 and July 15, 2010.
