- The purpose of this Pre-Solicitation Notice is to notify industry about an upcoming solicitation for The Department of Homeland Security (DHS), U.S. Citizenship & Immigration Services (USCIS) Verification Division. The USCIS Verification Division requires contractor assistance to plan and implement a national Marketing and Advertising Campaign (MAC). The E-Verify Program was created by USCIS in response to the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (P.L. 104-208) and the Basic Pilot Program Extension and Expansion Act of 2003 (P.L. 108-156). E-Verify, a program of the US Department of Homeland Security and the Social Security Administration, provides US employers with a free automated system that verifies the work authorization status of new hires. In FY 2008, E-Verify received more than 6 million queries. The current primary objectives of MAC are to increase voluntary and responsible participation by all sectors of US employers, to educate employers and employees about the proper use of E-Verify and employee rights, and to promote the brand identity of E-Verify to the public. The implementation approach will include the use of USCIS messaging, information and visuals, as well as new media developed by the contractor, to prepare for a multi-channel, multi-lingual media campaign that is capable of adapting as necessary to meet legislative and programmatic demands. This procurement will be a 100% set a side for a competitive 8a acquisition in accordance with FAR 19.805. This will be a time-and-materials contract for a base year, plus two one-year option periods. USCIS anticipates a national level marketing/advertising campaign budget estimated at $30,000,000.00. Interested offerors must have demonstrated experience in managing campaigns of this size/scope”. Procedures in FAR Part 12 Commercial Items (Services), FAR Part 15 Contracting by Negotiation, and Department of Homeland Security (DHS) policies will be followed in selection of the successful offeror from the pool of eligible 8a firms that submit responsive proposals. USCIS anticipates having offerors use oral presentations (see FAR 15.102) in the metropolitan Washington, DC area to make their technical proposals. The solicitation will be posted to the Federal Business Opportunities (FedBizOpps.gov) website not sooner than 10 days after publication of this synopsis. This notice in not a request for proposals and in no way obligates the Government to award any contract. All questions concerning this competition must be directed in writing via email to the designated point of contact or by facsimile to 802-951-6455. No questions or inquiries will be accepted by telephone. The distribution of the resulting solicitation will be accomplished solely through the FedBizOpps website http://www.fbo.gov/. Hard copies of the solicitation documents will not be available, therefore no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps site.
