- CONTRACT INFORMATION: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. The Tracking No. for this announcement is W91238-09-S-0326. The purpose of this Source Sought is to gain knowledge from potential small contractors who are interested and have the capability and qualifications to complete and perform the below described construction services. The 2002 North American Industrial Classification System (NAICS) code applicable to this project is 237990. The Commercial and Institutional Building Construction, and the small business size standard is $20 Million. The SIC is 1629, Commercial Building Construction General Contractors. Federal Supply Code is Z216, Maintenance, Repair or Alternation of Real Property / Dredging. Under the NAICS code 237990 - Dredging footnotes: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as either a competitive Service Disabled Veteran Owned, 8a or HubZone Small Business or Unrestricted. Proposals will be evaluated using sealed bidding procedures that will result in award of a firm-fixed-price contract (base year and four option periods) to the responsible proposer whose proposal, conforming to the solicitation, and is the most advantages to the Government, considering only price and the price-related factors included in the invitation. The magnitude of the Sacramento and Stockton Deep Water Ship Channels Dredging is estimated between $25~$100 Million. Public bid opening procedures are applicable to this solicitation. A firm fixed price UNRESTRICTED contract is anticipated to be awarded using sealed bidding evaluation criteria. General Description of Work: The scope of project includes mobilization, demobilization, dredging the sediment built-up from the channel invert, operation and maintenance of upland placement area(s), water quality control and fish monitoring program along both channels. Additional related requirements for this contract are listed as follows: 1) Due to environmental restrictions and short dredging windows, the dredging contractor needs to be capable of dredging up to 8,500.00 cubic yard per day. 2) The dredging contractor needs to be capable of placing dredged material at upland placement sites. 3) The dredging contractor needs to be capable of pumping the dredged material as far as six (6) miles to the placement sites. 4) The dredging contractor shall minimize environmental pollution and damage that may occur as the result of construction operations. 5) The dredging contractor shall comply with all applicable environmental Federal, State, and local laws and regulations, including California Regional water Quality Control Board and the waste discharge requirements. 6) The dredging contractor should be able to perform deep water otter trawls and dredge entrainment surveys as outlined by National Marine Fisheries Service. Brief History: The Sacramento River Deep Water Ship Channels project was authorized by the River and Harbor Act of July 24, 1946 which provides a deep-draft channel from Suisun Bay to an inland harbor at Washington Lake, west of Sacramento River in the City of West Sacramento, for approximate distance of 43 miles. The Stockton Deep Water Ship Channel was authorized by the River and Harbor Act of August 14, 1874, and the most recently modified Act dated October 27, 1965. The deep draft channel extends from Suisun Bay into the San Joaquin River and ends at the turning basin in the City of Stockton for approximate distance of 43 miles. General Information: The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the companys ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the U.S. Army Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Submissions that do not meet all requirements or submitted within the allotted time will not be considered. Include in your Capabilities Statement: 1) Ability to obtain bonding coverage of at least $30 Mil; 2) Recent and relevant dredging experience with federal government work within the last 3 calendar years, for projects of similar size, scope, and complexity. 3) How you will manage work in accordance with FAR 52.219-14(b)(3), Limitation on Sub-contracting: General Construction. 4) All respondents in response to this notice, must identify their business size relative to the NAICS Code.
