Description
The U.S. Army Corps of Engineers, Europe District is seeking expressions of interest from firms who are interested in proposing on an Indefinite Delivery/Indefinite Quantity (IDIQ) Type Service contract for Erosion Control in support of Installation Management Command (IMCOM) Europe, US Army, and US Air Force for reducing/preventing erosion and controlling dust and soils management on US Army Garrisons, US Air Force Bases, and within the training areas. One contract will be issued to support the issuance of individual Task Order awards for customer orders. The contract will include a base period and four (4) option periods of one year duration each. The total contract capacity will be $14,750,000 over five years, the life of the contract, base year plus options. Work under this contract may be required at any U.S training area in Germany. Historically this has been concentrated primarily within two Hohenfels Base Support Battalion (BSB) training areas - Joint Multinational Readiness Center (JMRC) and Freihoelser Forst Local Training Area (LTA); but it could extend to other U.S. Army Europe (USAREUR) installations within Germany. SCOPE OF WORK: In order to control erosion within U.S. military facilities and/or to reduce the adverse effects of these erosive actions the military continuously performs erosion control measures throughout the training areas. In addition to general ongoing repair work, the military constructs features such as trafficable crossings, check dams, roadways and/or other erosion control measures along water courses. Approximately 150 check dams can be found in the training areas. Each year, ongoing maintenance is performed on these structures in order to assure their continued proper functioning. Beyond the upkeep of the existing erosion control structures, erosion problems along watercourses and other areas that erode as a result of adverse weather conditions and/or troop movement need to be re-stabilized on a periodic basis. Additionally, structures such as culverts and maneuver roads may need to be repaired when there are associated erosion problems. The Contractor shall furnish all personnel, materials, and services required to reduce erosion through the repair, maintenance, improvement or construction of control structures or protection of deteriorating terrain within areas used by the U.S. military in Germany. These services will be requested through individual task orders (TOs) issued under this contract. To accomplish these goals the Contractor shall provide a wide range of services including, but not limited to: Work that might be tasked under this contract for closing installations includes, but is not limited to, the following: a.Preparation of work plans for erosion control work b.Protecting/repairing eroded (or potentially eroding) areas c.Repairing/constructing check dams d.Installing simple wooden control structures e.Cleaning water courses f.Repair/Placement of pipelines f.Aerial seeding g.Construction of trafficable crossings h.Dust control measures i.Repair of maneuver roads j.Repair of sinkholes k.Brush clearing/tree pruning for Threatened and Endangered Species (TES) maintenance l.Emergency Spill Response m.Characterization and disposal of soil/debris from an associated erosion control projects The Corps of Engineers, Europe District, intends to advertise the solicitation for this work on or about 5 December 2008.
