Description
The SMDC/ARSTRAT contracting Office at Redstone Arsenal Alabama BLDG 5220 Martin Road Redstone Arsenal, AL, 35807-3801 is amending its original request seeking potential sources to provide U.S. Army Space and Missile Defense Command (USASMDC) / U.S. Army Strategic Forces Command (ARSTRAT) as follows: This sources sought synopsis is published for market research purposes and to identify potential sources interested and capable of providing U.S. Army Space and Missile Defense Command (USASMDC)/ U.S. Army Strategic Forces Command (ARSTART) with an advanced battlefield communication capability. The primary task is to design, develop, integrate and test a prototype space communication data terminal that is: deployable by Air Force C-130 aircraft; able to generate, receive, monitor, and analyze multiple signals across multiple bands; able to store and recall satellite communication data of interest; and capable of providing ground mobile, modular and scalable operations in support of Army Space Superiority. The performance of this task involves classified information and material. Key personnel will require current Top Secret clearances, Single Scope Background Investigation (SSBI) and eligible for Sensitive Compartmented Information (SCI) status. A best value source selection is anticipated as the method of contractor selection. The Government anticipates contract performance period will be three years. Interested parties must have a facility that meets Director of Central Intelligence Directive (DCID) 6/9 Standards. Contract type has not yet been determined. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 334220, Space Satellites, Communications, Manufacturing with a small business size standard of 750 employees. This effort is being listed as a small business set-aside. All small business offerors who submitted responses to the original posting need not resubmit, however they MUST notify the government of their continued interest in the effort. All amendments will be available for viewing on FedBizOps (FBO) at http://www.fbo.gov. It is the responsibility of the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with the Defense Federal Acquisition Regulations (DFAR) 252.204-7004, Central Contractor Registration (CCR) is required. Lack of registration in the CCR will make an offeror ineligible for contract award. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Interested parties must respond to this notice to be considered for future solicitations associated with this effort. Any information provided by industry to the Government as a result of this sources sought is voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or Government use of such information. The information obtained from industry responses to this notice may be used in the development of the acquisition strategy and future requests for proposal. All small businesses capable of providing these services are invited to respond. The Government requests interested parties submit a brief description of their companys business size, business status (i.e. small business, disadvantaged, HUB zone, woman owned, service disabled veteran owned), anticipated teaming arrangements, description of secure facility(s), and a description of capabilities and similar services offered to the Government or to commercial customers. Include contract magnitude and points of contact (POC) for each example provided (name of the POC, address, e-mail, telephone number, fax number, and the companys web page, if applicable). Please limit your response to not more than 10 single-sided pages with text no smaller in size than 10 font. Each submission should include one electronic (virus scanned) copy sent via e-mail to the POCs listed under Original Point of Contact. Electronic submissions are preferred. Paper copies are optional. Hard copy submission to this notice should be sent to: Commander, US Army Space and Missile Defense Command, ATTN: SMDC-RDC-EN/John Mason, Bldg. 5220, Room 1028, Redstone Arsenal, AL 35898. E-mail or hard copy replies to this announcement are due no later than close of business Central Standard Time on 07 November 2008. All questions or inquiries should be in writing or e-mail to the government point of contact. The Government has not made a determination for conducting an Industry Day for interested parties. If a positive decision is made, the Government will announce the location, date and time of the Industry Day in future amendments.
