- The National Institutes of Health, Office of Management Analysis and Review, within the Office of Research Services intends to negotiate on a sole source basis with Fran E. Plyler under Simplified Acquisition Procedures to provide consulting services relating to the review and management of ethics related policies and procedures,using other than full and open competition procedures pursuant to Federal Acquisition Regulations Part 13.106-1(b). Attachment of Statement of Work has been provided. The Office of Management Analysis and Review has identified Fran E. Plyler as the only known source with the required combination of skills: Protocol reviews/520 analysis and reviews/Official duty activities/OGE-450 and EF-278 reviews/file review and maintenance/EMIS and NEES oversight. Dr. Fran E. Plyler key qualifications include knowledge of OMAR's customer base, extensive knowledge and experience in application supplemental HHS regulations. All of these attributes are essential to the review and management of the ethics related policies and procedures to meet certain mandates. An extremely important and critical aspect to the Statement of Work is that this individual already possesses the experience and ability to assist the office and staff in a manner that relieves the Director from routine oversight and direction of the review and analysis leading to a recommendation. This is neither a solicitation announcement nor a request for quotations or proposals and does not obligate the Government to award a contract. The North American Industry Classification Code is 541990 and the business size standard is $6.5 milliion. Any firm that believes it can meet these requirements may submit written notification. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. All information submitted in response to this announcement must be received by December 5, 2008, 10:00 am Eastern Standard Time. This information can be submitted by hard copy at 6011 Executive Boulevard, Room 537B, Rockville, Maryland 20892 to Ms. Van Holley or electronically at holleyv@od.nih.gov. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
