- Description
- This is a solicitation for worldwide laboratory testing and sampling at a central laboratory. As part of a coordinated Defense Energy Support Center (DESC), United States Navy (USN), and United States Coast Guard (USCG) effort to monitor commercial distillate fuel quality, approximately 49 USCG vessels have been equipped with in line fuel sampling flanges and several Navy ships are in the process of being equipped. The sampling flanges, supplied as Government furnished equipment (GFE), have been installed in the vessel bunker manifold at the custody transfer point. A continuous drip sample will be collected by ships’ personnel from the custody transfer point into a 10-liter disposable sample container. The sample will be decanted into a 1-gallon shipping container for transport to the in-line sampling laboratory for analysis. In-line bunkering samples will be obtained for every commercial fuel product taken onboard participating USCG vessels and in select ports for USN vessels. This will include both DESC Bunker Contracts and Open Market purchases worldwide. The in-line sampling shipping materials supplied by the Contractor shall include a set of domestic and international shipping labels so that the routine in-line bunker sample may be shipped from the vessel to the Contractor for analysis. Therefore, the Contractor shall be responsible for a “turn-key” operation, which includes as a minimum assembling the in-line fuel sampling collection kit, shipping the kits to USCG and USN vessels worldwide, maintaining and updating the in-line fuel sampling instruction manual, the ability to ship fuel samples domestically and/or internationally to the designated analysis laboratory, conducting the required fuel sample analyses, and reporting of the results to DESC, USCG, and USN. Base period of performance is April 1, 2009 through March 31, 2010 with three (3) successive one-year option periods. This is an unrestricted procurement with full and open competition. This will be a fixed price contract. Due date for offers is December 30, 2008 at 2:00 PM United States Eastern Standard Time (Fort Belvoir Local Time). Offers must be mailed to the address in the attached solicitation document by the above date and time; no faxed or emailed offers will be accepted. All responsible sources are invited to submit offers. DESC anticipates conducting negotiations with offerors submitting proposals under the subject solicitation listed above but reserves the right to make contract award based on initial offers submitted.
