Description
The Department of Veterans Affairs, VA Boston Healthcare System, intends to negotiate a commercial (FAR Part 12) sole source contract with Dialog LLC under the authority of FAR 6.302-1 and 6.302-2. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement.Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1 and FAR 6.302-2. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the agency and the contracting activity: The agency is the Department of Veterans Affairs. The activity is the Boston VA Medical Center. 2. Nature and/or description of the action being approved. Sole source solicitation for Research COLMR Department 3. The description of the supplies or services required to meet the agencys needs (including the estimated value). Dialog Corp. will provide assistance to COLMR in providing an online database of management research materials to the COLMR Information Center. Services to include All publicly available online databases (including applicable subscriber databases); Dial Units/Connect hours; type, print, display, and report output; Alert profiles and associated print charges; Interactive Alerts which are trade marked services allowing searches that run automatically on a frequency of the customers choice i.e. weekly, bi-weekly, monthly, etc.; and electronic mail services. ERA (Electronic redistribution and Archiving) where applicable; this is a trade marked Electronic Redistribution and Archiving application allowing the user to redistribute the information they have printed/downloaded to other staff with their company via an intranet not an internet to redistribute to other customers or companies, etc Telecommunications charges for items included. Knowledge Center support documentation and publicly available Dialog-sponsored training. The estimated value of this service is $17,737.78 with option years 4. Identification of the statutory authority permitting other than full and open competition. FAR Part 6.302-2 Unusual and compelling urgency FAR Part 6.302-1 Only one responsible source No other source can be identified that meets the technical requirements of the Information center required service nor offers the trademarked ERA and ALERTS services. 5. Demonstration of the contractors unique qualifications: Dialog Corp. is uniquely qualified to provide the needed assistance through its substantive expertise and experience with VA. Dialog Corp. has provided this service to the COLMR as well as other departments within the Boston VA Healthcare System. 6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a Commerce Business Daily notice was or will be publicized as required by subpart 5.2 (copy attached) and, if not, which exception under 5.202 applies. No solicitation was made in the CBD as the procurement is valued at $17,737.80 with 4 option years and the proposed vendor is the only identifiable source that meets the technical requirements of the project. 7. Determination by the contracting officer that the anticipated cost to the government will be fair and reasonable. Cost show to be far and reasonable 8. Description of the market survey conducted (i.e., names of firms and date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted. Market research done through SWEP and no responses cabale of providing the services needed expressed in section 2. 9. Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, or engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. Market research done on SWEP and no one could provide the service requested 10. A listing of the sources, if any that expressed, in writing, an interest in the acquisition. N/A 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. Contracting Activity will continue to encourage full and open competition whenever possible
