Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-09-T-5111, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. NAICS 541690 applies. The Small Business Competitiveness Demonstration Program is not applicable. Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA intends to award a firm fixed price purchase order for USNS SAFEGUARD for the following Services. 0001 400 HZ POWER INVERTER INSTALLATION 0002 INSTALL ONE TRANSFORMER FOR THE LAUNDRY ROOM IN MMR AND POWER METER INSTALLATION PART IThis item describes the removal of the ships MG sets and installation of two each 400 Hz Power Converters aboard the USNS Safeguard. Relocate electrical panel and ABT. Location: Sasebo Japan ET Shop, IC & Radar Room, 02-53-0-C GFM: Static 400 Hz Power Converter, PN 115ASX-UPC1MM7258, two each. POC: Terry Johnson, MSFSC Port Engineer Office: (757)417-4536 Cell: (757)373-1794 STATEMENT OF WORK: Provide the services of qualified technicians to install the two 400 Hz power converters. Exact location is to be determined by MSC rep. Install new low smoke mil-spec wiring and cables to all equipment requiring 400 Hz that were disconnected from the MG sets. Contractor is to provide all parts, material and labor to accomplish this task. Electrical: Tag out all circuits associated with the work in this spec item in accordance with contractor and MSFSC Tag out procedures. Notify the ships electrical tag out officer for documenting in tag out log. Upon completion of electrical cable work restore power panel breakers to normal operating condition and notify the Electrical officer. Removals/Relocations: Remove the ships MG sets and control panels from the Forward Generator Room and the Auxiliary Mach Room. Remove and dispose any unused pre-existing cables. Repair the deck by installing steel floor grating where MG sets were removed. Remove the MG Set associated indicators from the Control Panel in CCS and install a blank panel painted to match the surrounding area Remove electrical power panel and ABT located in space 1-16-4L. Relocate to the passageway bulkhead location 1-18-1. Exact location to be determined by MSFSC Rep. Pull back and re-use existing cables where possible. Marking Install soft aluminum embossed tags on all newly installed and re-routed cables in accordance with GTR 29. Cable tags shall be installed at every 50 ft. of cable and on each side of a deck or bulkhead penetration, and at the input of each equipment cabinet. Preparation of Drawings: Provide updated drawings for this installation. Elementary wiring block Diagram Isometric wiring diagram Upon completion of the drawings submit two (2) copies to the MSC REP for review. Upon completion of a review cycle and the correction of all discrepancies, resubmit (2) paper copies and an electronic copy prepared in AUTOCAD LT. 1997 to the Port Engineer and N6 Jack Dreps Inspection/Test: The contractor shall perform pre-relocation and post relocation operational tests on all equipment in this spec item using reference 2.1.3 as guidance. All testing will be accomplished with a MSFSC REP present. Painting: Prepare, prime, and paint all existing, new, and modified surfaces affected by this spec item with two coats of primer and two top coats to match the adjacent areas. PART IIThis item describes the following: 1.Removal of transformers in the Laundry Room and replacing them with one Transformer in MMR. 2.Installation of the Shore Power Meter Location: Sasebo Japan MMR, AMR and CCS GFM: None STATEMENT OF WORK: Remove the existing transformers and electrical cabling for the laundry room. Install the new transformer in MMR and route new cabling. Install the Shore Power Meter Monitoring System. GFM: Pacific Power Transformer Power Meter System Contractor is to provide all material and labor to accomplish this task. Electrical: Tag out all circuits associated with the work in this spec item in accordance with contractor and MSFSC Tag out procedures. Notify the ships electrical tag out officer for documenting in tag out log. 52.204-7 Central Contractor Registration; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items Alternate I The offeror has completed the annual representations and certification electronically via the ORCA website at http://orca.bpn.gov. After reviewing the ORCA database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and certifications—Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference); 52.212-4 Contract Terms and Conditions-Commercial Items; Addendum to 52.212-4 (q) Other Compliances applies: Federal Law and regulation require Government contractors to possess appropriate insurance coverage for their employees. The Government reserves the right to request evidence of appropriate insurance, including Longshoreman's and Harbor Workers' Compensation Act (LHWCA) coverage required to perform work on or near ships. (33 U.S.C. S903(a). All policies shall contain an endorsement stating that any cancellation or material change in the coverage adversely affecting the Government's interest shall not be effective unless the Contractor provides written notice of the same to the Contracting Officer.
