Description
The Contracting Center of Excellence (CCE) intends to award a sole source contract for support of the Army Community Covenant providing professional consulting and advisory services that require complex internal program knowledge, combined with integral working knowledge of Army doctrine. The services require subject matter expertise to support the directive of the Secretary of the Army. The contractor is responsible for all supervision, personnel, equipment, tools, materials, services and travel costs. Task requirements includes: technical assistance, community relations support through public speaking engagements, research and analyses of private sector community based initiatives which enhance the quality of life for Soldiers and their Families, and an increase in the number of new covenant signing ceremonies through the Nation and its Territories. This action will result in a Firm-Fixed Price contract with a period of performance of 6 months. The NAICS code is 541611 and size standard is $7 million. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication (NLT 2 Dec 2008, 1:00 pm) of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
