Description
1. The 558 ACSS, Air Traffic Control & Landing Systems (ATCALS) program office located at Tinker AFB is requesting information from industry to assist in the planning for the acquisition of a communications switching system (CSS) for integration and installation into two types of mobile radar systems. The communications switching system shall meet or exceed an operational availability (Ao) of 97.5 percent, an operational dependability (Do) of 98 percent, and a mean repair time (MRT) of 4 hours as defined in AFI 10-602. The Department of Defense (DOD) relies heavily on expeditionary, adaptable, rugged, and highly reliable air traffic control systems involved in deployment, employment, sustainment and redeployment. 2. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication the US Air Force (AF) or ATCALS will contract for the items contained in the RFI. ATCALS will not pay respondents for information provided in response to this RFI. 3. This RFI is part of a Government market research effort to determine industry capabilities to produce a ruggedized, highly reliable, easily maintainable, and logistically supportable Communications Switching System for use in a mobile Air Force operational air traffic control environment. CONDITIONS: The CSS shall be capable of integration into the AN/MPN-14K and AN/TPN-19 Landing Control Central systems. In both cases the CSS will be replacing a previous analog or digital communications control system. In the case where the CSS replacement operator position equipment will require additional console modifications, this will be included. The CSS shall be adaptable to interface with existing digital voice recorders; analog/digital, AM/FM, UHF/ VHF radios; and analog and digital telephone switches. The CSS shall provide operator configurable intercom functions with hierarchical over-ride capability. The CSS must have separate and configurable operator position equipment to include up to 16 operators positions in up to four separate equipment shelters. The CSS operator position equipment must have a touch entry display for control of operator position functions; a loudspeaker with volume control; and a headset jack box with access for two headset jacks, with a programmable monitor and override function. The CSS programmable functions shall include the circuit name, circuit number, circuit type, and circuit label for each circuit at each operator position. Each operator position shall be capable of independently handling up to 20 telephone circuits, 20 radio circuits, and 15 intercom circuits. The CSS shall be capable of having every operator position in operation simultaneously with every type of circuit operation. The CSS shall allow the simultaneous monitoring of selected radio frequencies by different operators. The CSS shall allow only one operator, per frequency, to broadcast at a time, with hierarchical operator override capability being a programmable function. The CSS shall provide a demarcation for interfacing all communication circuits. All operator position voice communications through the CSS shall be terminated at a demarcation point for recording. All demarcation circuits shall be clearly labeled and shall be accessible for maintenance using common telecommunications tools. The CSS should have a minimal footprint such that all switching functions, maintenance functions, and demarcation points can be contained in a single standard 19-inch rack. Inter-shelter communications shall be via fiber optic cable. All power, grounding, and signaling cables shall have electrical surge protection. 4. Please provide formal responses to the tasks listed below. Address your capabilities to accomplish the below tasks and provide highlights of successful past experience on similar government contracts within the past 5 years. a. Describe your capability to manufacture Voice Communications Switch systems or integrate equipment to produce these capabilities. Description of capabilities should include your experience developing and fielding other tactical and fixed communications systems. b. Describe your capability to develop and conduct a voice communications switch operator and maintenance training course. Training may be conducted at both CONUS and OCONUS sites. 5. Please provide your response electronically on no more than five single-sided, single-spaced pages using 12-point, Times New Roman font, and minimum one-inch margins, in Microsoft® Word or compatible format. Responses to this RFI are requested by close of business on 7 November 2008. All responses shall be unclassified and reviewed to ensure consideration of operational sensitivities.
