- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/ ). The RFQ number is N00189-09-Q-PE42. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-27 and DFARS Change Notice 20081124. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dars/dfars/html/current/252! 201.htm. The NAICS code is 488991 and the Small Business Standard is 500. This requirement is set aside for small businesses. The Portsmouth Naval Shipyard requests responses from qualified sources capable of providing: 0001- NSN 8115-00-147-5728: Battery Shipping Crate Manufactured per Gould National Battery Drawing B-103459 (attached). Total- 63 EA Specifications: 1. Battery crates are to be delivered on flat bed trucks and loaded single tier (no stacking) in lieu of box trucks to facilitate safely off-loading at delivery point. 2. Battery crates shall be manufactures in accordance with the following requirements with the following exceptions: a) Yellow pine may be substituted for the wood group III and IV lumber (oak or poplar) specified on the drawing. b) The current nominal dimensions (inches) for lumber may be substituted for the dimensions listed below:1) The side and end (piece numbers A and B respectively) may be 5-1/2 x 1-1/2 stock vice 5-5/8 x 1-3/8 stock. 2) The cover (piece number C) may be thick stock vice 13/16 stock. 3) The Skid (piece number D) may be 6-7/8 x 1-1/2 stock vice 6-7/8 x 1-5/8 stock 4) The corner posts (piece numbers E and F) may be 3-1/2 x 3-1/2 vice 3-5/8 x 3-5/8 stock. c) All bolts shall be countersunk 1 inch deep. 3. Steel tie rods (piece numbers J, K, and L; each furnished with two hex nuts and two washers) may be threaded along with their entire lengths. 4. These changes shall not affect the carry weight (approximately 2700 pounds) of the battery case. Certification of the carry weight of the battery case shall be provided by the vendor. Please provide FOB Delivered/Destination prices. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 52.219-8, 52.219-14, 52.222-19, 52.223-15, and 52.225-13. Quoters [shall include] [are reminded to include] a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including 52.203-3, 252.225-7016, and 252.247-7002.
