- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA), Office of Research and Development, National Risk Management Research Laboratory, Sustainable Chemistry Research Program, located in Cincinnati, Ohio intends to negotiate on a sole source basis, under the authority ofFAR 6.302-1, with Mettler-Toledo AutoChem, Inc. for the following: 1.One (1) ReactIR 45m Reaction Analysis Module (Real-time Fourier Transform Infrared (FTIR) Spectrometer).2.One (1) AgX DiComp Fiber Conduit.3.One (1) 2-Channel AgX Fiber Multiplexer.4.One (1) Laptop Computer, Notebook, WIN XP.5.One (1) iC Quant quantitative Analysis Module.6.One (1) React R/iC10 Hardware.7.Installation. The nature of the acquisition requires a contractor that possesses the unique capabilities to provide the aforementioned items. The Mettler-Toledo AutoChem, Inc. (FTIR) Spectrometer is mobile version of a previously purchased Mettler-Toledo FTIR; as a result the Mettler-Toledo AutoChem, Inc. Real-time FTIR Spectrometer is able to utilize the existing nitrogen purge system which was purchased to meet the specifications of EPA's existing Mettler-Toledo system. The Mettler-Toledo AutoChem, Inc. Real-time FTIR Spectrometer has the capability to be connected directly to EPA's existing reactor configuration. The Mettler-Toledo AutoChem, Inc. Real-time FTIR Spectrometer is capable of using sensors with EPA's existing stationary FTIR system, thus expanding EPA's current capabilities. The current Real-time FTIR Spectrometer uses a proprietary software package (Mettler-Toledo FTIR Software System Mettler-Toledo IC IR Version 4.0), purchased as a part of the previous requirement. The new Mettler-Toledo AutoChem, Inc. Real-time FTIR Spectrometer uses the same software and allows researchers to perform identical reactions in both systems allowing forwards and backwards transfer of data. EPA has identified Mettler-Toledo AutoChem, Inc. as the only provider of commercial equipment able to meet the requirements of this procurement. Subsequently EPA has determined that Mettler-Toledo AutoChem, Inc. is the only manufacturer that can provide the items that can meet the requirement listed above. The estimated value of the Real-time Fourier Transform Infrared (FTIR) Spectrometer is $167,000.00. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
