Description
The FAA has a five-year requirement for the continuation, on a competitive contract basis, of air traffic control (ATC) services at Visual Flight Rules Airports throughout the United States, Puerto Rico, the U.S. Virgin Islands, Guam, and Saipan. Attachment A of this RFI is the draft Statement of Work for this requirement. As of October 1, 2008, such ATC services were provided on a contract basis at 241 air traffic control towers by four contractors: Robinson Aviation Inc., Midwest Air Traffic Control Service, Inc., Serco Management Services, Inc, and Air Services Pacific. Attachment B of this RFI is a list of those locations presently covered by the FCT program. The FAA plans to release a draft SIR/RFP for industry comment in December 2008 followed by a final SIR/RFO during second quarter of Calendar Year 2009. It is planned that the FCT contracts be awarded in time for contract performance to begin Oct. 1, 2009. Firms interested in participating in a competitive procurement for the aforementioned services are requested to submit a capabilities statement not to exceed 10 pages in length. It is requested that this statement address the following: 1.Describe your experience and ability to provide Air Traffic Control services as identified in the attached draft Statement of Work. 2.Identify any subcontractor or teaming arrangements that may be used to fulfill the requirements3.Provide a completed Business Declaration Form (attached). The FAA will not use the capabilities statements to screen or down select. Rather, they will be used to determine the range of vendor interest, experience and capability. This is not a request for offers, nor is it the Government's intention to use this as a screening device for any such future requests. However, the Government may invite respondents for follow up discussions. Interested firms should provide their capabilities statements electronically to the Contracting Officer at: gerald.boyer@faa.gov. They may also be provided to the following address. Federal Aviation Administration 600 Independence Ave. S.W.Washington, D.C. 20591Attn: Gerald Boyer AJA 461 It is requested that Capability Statements be submitted by December 10, 2008.
