This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-28. This action is being issued unrestricted. A site visit is scheduled for Dec. 4, 2008 at 10:00am, Merchant Exchange Building, Philadelphia, PA 19106. BID SCHEDULE Contractor shall provide all labor, supervision, and equipment to upgrade the existing Viking Fire Cycle II fire suppression equipment to Viking Fire Cycle III. Should you have any questions, please contact Karen Umstot at 717-334-4838 or via e-mail: karen_umstot@nps.gov Statement of work Upgrade existing Fire Cycle II fire protection system to Fire Cycle III system located at 500 Chestnut Street, Philadelphia, PA 19106. 1.1. The Contractor shall furnish all plant, labor, equipment, transportation, supervision, and perform all work necessary to install the Viking Cycle III upgrade package. The National Park Service will provide the Viking Fire Cycle III equipment. The Contractor shall be required to provide all batteries, conduit, wire connectors, and other peripheral materials required to achieve a fully functioning fire protection system. The system to be upgraded controls fire protection to the following zones: Independence Hall-attic, 1st and 2nd floorsOld City Hall-attic, 1st and 2nd floorsEast Wing-attic, 1st and 2nd floorsWest wing-attic, 1st and 2nd floors. 1.2. The Contractor is obligated to verify all measurements and specification requirements on site before starting the job. All work shall be in accordance with NFPA standards. 1.3. The contractor shall modify any existing equipment necessary to accept the upgraded components. 1.4. Unless otherwise specified, the contractor shall perform the work between the hours of 0730 hrs to 1600 hrs, Monday thru Friday, excluding legal Federal holidays. 1.5. The Contractor shall be required to leave the jobsite in a safe and secure condition after each day's work. 1.6. All work will be performed by workmen skilled in their particular trades and certified, as required by local law. The Contractor shall be certified to provide installation, upgrade, and maintenance services for Viking Fire Cycle fire suppression systems. The Contractor shall provide a certified electrician with a minimum of five years experience. 1.7. Contractor shall modify any electric wiring or control wiring as required to complete the upgrade. All electrical work shall be performed in accordance with the most current edition of the National Electric Code. The Contractor shall provide a licensed electrician with a minimum of five years experience. 1.8 The electrical devices utilized in the supplemental detection shall be compatible with the water control valve and the release control panel. 1.9. System piping shall conform to NFPA 13 Standard for installation of sprinkler systems. Hangers and fittings on the sprinkler system shall conform to NFPA13. 1.10. The contractor shall meet the above minimum specifications. Any changes shall require prior notification to the COTR and written approval from the Contracting Officer. 1.11. The Contractor will notify the COTR twenty-four hours prior to starting work and upon completion of job. 1.12. Work shall be completed within 45 days from actual start date. The contractor shall be required to test the system and ensure that the system is working correctly prior to final acceptance. 1.13 The Contractor shall, at the end of each working day, remove from the work site all debris resulting from the performance of work. The daily cleanup will not alleviate the Contractor from responsibility of the final cleanup for acceptance, upon completion of all work. The Contractor shall restore the work area to the original condition and dispose of all trash at an off post site.
