Description
NOTICE: This is a REQUEST FOR INFORMATION (RFI). It is not a solicitation, not an announcement of a solicitation, and not a notice of intent to later issue a solicitation. Do not attempt to request or register to receive a solicitation at this time as that is not the purpose of this announcement. No vendor(s) will be selected for a contract award based on their response to this RFI; it is for market research and procurement planning purposes only. DESCRIPTION: The Department of Homeland Security (DHS), Office of Health Affairs (OHA), provides the following information for the purpose of conducting market research regarding sources capable of providing field services for an air sampling network located within the National Capital Region (NCR). This network conducts surveillance for aerosolized exposures caused by intentional release of biological agents in the nation’s most populous cities and venues. See the attached Description of Requirements for more details. The information contained herein as well as the anticipated industry responses are for INFORMATION PURPOSES ONLY. Potential sources are requested to submit the following information: 1.A description of their capabilities and experience relative to fulfillment of the requirement. If a teaming arrangement or subcontracts are contemplated, discuss potential team members/subcontractors. Identify whether potential team members/subcontractors are classified as small businesses. 2.A list of relevant contracts, either on-going or completed not more than 5 years ago, that demonstrate past performance relevant to the requirement. Include period of performance, dollar amount, and issuing organization with technical and procurement points of contact information (name, telephone #, and email address). 3.A list of each NAICS code the performer is registered under as well whether they fit the small business size standard for each NAICS code. 4.Suggested NAICS code this requirement may fall under. 5.A description of the type of information that would be needed to propose firm-fixed pricing for this work on a per-collection basis. 6.Specify whether their firm has approved purchasing system per FAR Part 44. 7.Specify whether the firm has a Defense Contract Audit Agency (DCAA) approved accounting system. Responses shall be limited to 15 pages and shall be submitted by e-mail to karina.levitas@dhs.gov by 10:00 a.m. EST on November 10, 2008. Graphical content should be minimized to avoid exceeding bandwidth limitations. Prospective vendors and government agencies may also submit questions regarding the project. Questions should be addressed to the contacts listed below. Answers to questions will be posted on FEDBIZOPPS. Questions on this RFI shall be submitted within five (5) days from the posting date. The government may consider questions received after that date, but there is no obligation for the government to post any further answers. There will be Organizational Conflict of Interest (OCI) restrictions associated with any resulting procurement to assure that the contractor’s scientific objectivity and judgment are not biased. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Proprietary information submitted, as part of responses to the RFI, shall be clearly identified as PROPRIETARY.
