Description
Sources Sought Notice This is not a solicitation announcement. This is a sources sought synopsis for 8(a), HUBZone and Service Disabled Veteran-Owned Small Business Concerns only. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. The General Services Administration, Public Buildings Service, Heartland Region, is conducting a sources sought for 8(a), HUBZone, and Service Disabled Veteran Owned Small Business with the capabilities of providing Architectural and Engineering services for the four state area of Iowa, Kansas, Missouri and Nebraska. GSA anticipates award of multiple Indefinite Delivery/Indefinite Quantity contracts for A/E services. The period of performance will be for one (1) year with four (4) additional 1-year option periods. Task orders will be issued under the IDIQ contracts for the four (4) States of GSA, Region 6 (Iowa, Kansas, Missouri, and Nebraska). Contracts may be awarded to two (2) or more qualified A/E firms in each of the following primary geographical areas: The Greater St. Louis Metro Area including the cities of Cape Girardeau and Hannibal, Missouri, and the state of Missouri east of Columbia, Missouri; the Kansas City Metropolitan area, the city of Columbia, Missouri, and the state of Missouri west of Columbia and the State of Kansas; The State of Nebraska including the Cities of Council Bluffs and Sioux City, Iowa. The minimum guarantee amount to be awarded in the initial contract period (1-year) will be $1,000 and a minimum guarantee of $1,000 for each of the exercised option periods. The maximum amount payable under the contract shall not exceed $2,500,000 in the initial year or any exercised option period. Design/Production Office located in Geographical Area: GSA requires the Firm’s and consultant’s (if any) to have design/production offices located within the geographical area in which they intend to be considered. This office must be in operation before a contract can be awarded to them. Firms that are not currently located within the geographical area must provide a narrative (maximum of two pages), outlining their plan of action to open this office In order to be considered for award Contractors must be capable of demonstrating acceptable past performance and experience to provide the services as outlined herein. Type of Work Under the Contract: The major function of this contract will be professional services, including but not limited to, design and the preparation of construction documents for repair and alteration, and tenant finish projects for the General Services Administration and other government agencies in occupied federally owned or leased office buildings. Typical projects may include repair, improvement, remodeling of building interior space, and building systems and features, including but not limited to: interior and exterior finishes, landscaping, civil, mechanical, plumbing, electrical, structural, fire safety, elevators, environmental, and roofing components/systems. The Government will use the fixed price amounts provided in the Supplemental Architect-Engineer Contract Lookup Table for pricing design work orders over the life of the contract. The Lookup Table will be incorporated as a mandatory pricing provision. However, the Government may award an individual work order based on level of effort and negotiated hourly rates for other services not provided under the Lookup Table. Types of Services Required Under the Contract: Services to be provided include, but are not limited to: architectural, landscaping, civil, structural, mechanical, electrical, and cost estimating. Other related services to be provided include: assisting GSA staff engaged in scope development, shop drawing review, master planning, feasibility studies, interior design, design review, construction administration and inspection, elevator evaluation/design, signage design, and various technical studies including, but not limited to: Building Engineering Reports, Historic Building Preservation Plans, seismic and structural evaluations, energy studies for design of energy upgrades, roof evaluations, fire safety reviews/studies, and handicapped accessibility (ADA/UFAS) reviews. Services may also include: acoustics, security, geotechnical testing, surveying (boundary & topographical), quality control testing, asbestos sampling, air monitoring, hazard assessment, abatement design, courts design, preparation of environmental impact assessments, as well as, identification of acceptable design based solutions available for regulated items such as asbestos, PCBs, CFCs, radon, lead-based paint, underground storage tanks, mold investigations, and other various types of testing, monitoring, and quality checks as required to support services provided under this contract. In addition, contractors must be able to support the following: 1) The firm must have Architects and Engineers that are licensed in at least the state(s) of the primary geographical area they are applying for and be able to attain and maintain licenses in the other states (Kansas, Iowa, Missouri or Nebraska). All construction documents, reports, construction cost estimates, etc. submitted under this contract will require the personal seal and signature of an Architect and/or Engineer. 2) The firm must have the following minimum staffing: Two (2) Registered Architects, registered in the primary geographical area state(s), and two (2) CAD/D Technicians. 3) The firm and/or consulting firms, if any, must have at least one (1) registered Professional, licensed in the state of the primary geographical area in which they are applying for, in each of the following disciplines: Structural, Mechanical, and Electrical Engineering. 4) The firm must be able to design projects in both English and metric. 5) The firm must be able to comply with the following requirements: Construction drawings shall be created and submitted in the latest version of AutoCAD. Construction drawings created in other CAD programs and then translated into AutoCAD are NOT acceptable. Construction drawings must conform to the latest GSA CAD standards. Construction specifications (current version of AIA MASTERSPEC), reports, databases, and similar items shall be submitted in the latest version of MS Word format. The firm/joint venture shall update software versions at their own expense at the request of the Government. Interested Contractors are invited to identify their interest and technical capability by responding to this announcement. Responses are due to the address specified in this Sources Sought Notice by December 2, 2008, no later than 4:30 Central Standard Time (CST). Respondents to this notice must indicate whether they qualify as a 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern under the following NAICS Codes: (a) 541310 Architectural Services 517410 (b) 541330 Engineering Services. Companies are required to provide, via email, their Capability Statement. Capability statements (not to exceed two pages) must address the primary geographical area in which the firm intends to be considered, relevant experience, existing offerings and past performance. They must also indicate the contractor’s capability to perform the proposed services identified. Responses will not be returned. This notice of intent is not a request for competitive proposals and will not result in a contact award.
