SOURCES SOUGHT FOR CONTRACT TO MAKE REPAIRS TO RUNWAYS AND ARRESTING GEARS, AS WELL AS DRAIN LINES BENEATH THE RUNWAYS AT NAS KINGSVILLE, TX. THIS IS A SOURCES SOUGHT ANNOUNCEMENT; A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The Naval Facilities Engineering Command Southeast (NAVFACSE) is conducting Market Research to determine interest of potential sources as PRIME contractors. The work will consist of the milling and asphalt overlayment of three primary airfield runways, the cured-in-place lining of storm drain lines below the runways, and replacement of the arresting gear systems on four runways. Project will contain options, be phased and schedule is of utmost importance to the Government. Any delays in training due to closure of the runways are detrimental to the successful completion of the Navy's mission and would negatively impact its ability to meet the fleet's requirement for trained aviators. Heavy liquidated damages will be assessed for construction delays. Award will be made to the responsible offeror whose proposal, as it conforms to the solicitation requirements, represents the best value to the Government. The NAICS Code for this solicitation is 237310, Highway & Road Construction. The Small Business Size Standard is $33,500,000. The estimated price range, with all options, for this project is between $10M and $15M. Interested sources are invited to respond to this sources sought announcement. Respondents shall provide up to three projects that best demonstrate the company's experience relative to the types of work covered by this requirement. Projects should be representative of NAICS 237310 and be similar in size, scope, and complexity to this requirement. Experience working on an active airfield is a plus. Contracts must have been performed or substantially performed within the last five years. Contracts with federal, state, or local Government, and/or commercial customers will be accepted. Respondents should provide a statement of the company's capability relative to these types of work. Also, respondents should provide its bonding capacity for both a single contract and aggregate capacity. Sources Sought Responses: Provide information on your firm's 1) Experience, 2) Past Performance, and 3) Financial Strength to handle this contract. We are seeking feedback from only those firms who would be the prime construction firm or comprise a joint venture. We are NOT seeking feedback from subcontractors. 1) Provide information concerning your Experience on at least three recent (last 5-years), airfield paving projects, projects including similar utility repairs, including a description of the project, construction cost, completion date. 2) Provide information concerning your Past Performance on your airfield paving projects as well as past performance on any other projects you feel are representative of the effort herein and provide information demonstrating satisfactory performance, and contact information for references. 3) Provide your Bonding Capacity and a copy of the first page of your Central Contractor Registration (CCR) profile from www.ccr.gov. Identify your business category: large or small (if small indicate which if any of the following Federal government sub-categories apply to your firm; Veteran Owned Small Business, Service Disabled Veteran-Owned Small Business, HUBZone Small Business, Small Disadvantaged Small Business, 8(a) certified Small Business or Woman Owned Small Business). Respondents will not be notified of the results of the evaluation. However, NAVFAC SE will use the information provided for technical and acquisition planning. If adequate numbers of responses are received from qualified 8(a), HUBzone or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on a set-aside basis. All proprietary information not to be disseminated in Government documents must be clearly identified. Please respond to this announcement by 2:00 p.m. (EST) on 12 Dec 08, via email to roger.mcaughan@navy.mil. The subject line of the email shall state NAS KINGSVILLE, TX RUNWAY REPAIR SOURCES SOUGHT RESPONSE. Emails shall be no more than 10MB in size. If additional space is needed, more than one email may be sent. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
