- The Government intends to solicit multiple Indefinite Delivery Indefinite Quantity contract(s) with a basic period of performance of a base year with four option years for Armed Security Guards (ASG) services to be performed throughout RC-South, which includes the following provinces in Southern Afghanistan: Farah, Nimroz, Helmand, Kandahar, Zabul, Uruzgan, and Day Kundi. The contractor(s) shall provide all labor, supervision, equipment, materials, transportation and operations necessary to provide Armed Security Guards to include, but not limited to, the following: detecting, identifying, reporting, and guarding against threats related to unauthorized personnel, contraband, and instruments of damage, destruction, and information collection from entering the installation through the Entry Control Points (ECPs); conducting surveillance and counter-surveillance of the installation perimeter and vicinity from designated Perimeter Defensive Positions (PDPs) in order to prevent unauthorized personnel from gathering information or illegally entering the installation; employing the appropriate force to neutralize any threat from unauthorized individuals illegally attempting to enter the installation with the intent to harm personnel or damage facilities and equipment. The applicable North American Industry Classification System (NAICS) for this acquisition is 561612. Basis of award will be a Best Value Determination in accordance with FAR 13.106-2. The resultant awards will be multiple IDIQs with multiple awardees. The Government reserves the right to award the resulting contract to other than the low offeror if the offer is judged to provide the overall best value to the Government. In addition, the Government reserves the right to award more, or less, contracts. All eligible and responsible sources may submit a proposal which shall be considered by the agency. Anticipated issue date for the solicitation is within 30 days after issuance of this notice and can be accessed at the Federal Business Opportunities (FBO) website at www.fbo.gov and/or at www.militarycontracting.com. Potential offerors are responsible for monitoring the websites mentioned above for the release of the solicitation package and updated information. The Government will not provide copies of the solicitation, statement of work, drawings, or interested vendor(s) listing. Telephone requests for information will not be allowed and all questions regarding the solicitation must be emailed to ryan.battad@afghan.swa.army.mil with a courtesy copy to terry.agena@afghan.swa.army.mil. This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation costs.
