Description
The Executive Officer plays a pivotal role in assuring the Mission’s management systems and program support operations are established and operating optimally. The incumbent ensures that services are delivered promptly and with excellent customer service. Principal responsibilities include supervision of personnel, procurement, information technology, budget and finance, customs and shipping, communications and records, safety and security, travel and training, property and leasing, motor pool and maintenance, and minimal ICASS coverage through the Embassy. It is important to note that USAID Timor Leste is a Tier 3 post with no current plan for consolidation. Almost all services are separate with very little ICASS support, although Embassy relations are very good at post. The incumbent leads the initiative to design and/or modify support systems that improve program performance. Staff that have requisite skills, tools and resources perform more effectively and efficiently. Such improvements in the past have included team building activities, office landscaping and modernization, information technology advancements, organization and staffing development, and increasing levels of customer service. The incumbent’s regular contact with the U.S. Embassy Management Office and Security Office ensure that USAID staff understand and are current on the latest Post policies and instructions. The EXO is the Mission’s principal point of contact with USAID’s Human Resources Office (M/HR), the Overseas Management Services Office (M/OMS), the Office of Security (SEC), the Office of Information Resources Management (IRM), the Office of Acquisitions and Assistance (M/OAA, for simplified acquisitions), the Office of Travel and Transportation (M/TT), and with the Regional Development Mission – Asia (RDMA/Bangkok) for Finance and Accounting (RDMA/OFM), the Regional Office of Procurement (ROP), the Regional Legal Advisor (RLA), and the Regional Executive Office - Information Technology team(EXO/IT) and Human Resource team (EXO/HR).
