- The National Park Service, Harpers Ferry Center, is soliciting Proposals for Graphic Research Support Services. The Harpers Ferry Center (HFC) produces media (publications, wayside exhibits, museum exhibits, and audiovisual programs) for National Park Service (NPS) areas around the country. With the technical expertise of designers, writers, editors, and producers, text and images are incorporated into media products to create quality media for visitors to enhance their experience and understanding of the resources at given sites. The actual resources along with viewing the media leaves a strong impression on a visitor for years to come. The purpose of this contract is to research, order, and acquire images from photographers, stock houses, historical societies, museums, galleries, and libraries in the United States and abroad on behalf of the NPS. Each year thousands of images are reviewed and selected by HFC writers/editors, planners, designers, and producers for media projects. The contractor will be required to research and order both contemporary and historical images, follow-up on orders, and participate in the negotiation of use rights and license agreements on behalf of the NPS. In order to qualify for consideration, recent and relevant experience in the area of graphic research and acquisition must be certified including experience with computers, specifically, the use of search engines and the internet, Microsoft Word and Adobe PhotoShop for PCs. The NPS anticipate award of one indefinite quantity fixed-priced labor hour contract to be performed on-site at the Interpretive Design Center in Harpers Ferry, West Virginia. The contract will be negotiated for one year with priced options for four additional years. The guaranteed minimum workload will be 500 hours with a maximum workload limit of 1,900 hours for each 12-month period. The solicitation will be available via Electronic Commerce on or around December 8, 2008. No paper copies will be issued.
