Description
This is a solicitation for commercial items prepared in accordance with the format in part 13 of the Federal Acquisition Regulation (FAR). This solicitation is issued as a Request for Proposal (RFP). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The applicable NAICS code is 541310. The General Services Administration, Contracting and Facilities Division (PGE) in Washington, D.C.,) is seeking real estate and engineering analytical expertise to determine the market availability and estimated average costs and total increased costs to leased facilities to the Government (GSA), to meet the “Standards of Seismic Safety for Existing Federally Owned and Leased Buildings”, ICSSC – RP 6, per Executive Order 12941. The contractor will provide a complete strategy, timeline, and budget for the services specified in the attached Statement of Work. The period of performance for this Contract will be one (1) year from the award date. The resulting contract shall be awarded as a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Management Approach, 2) Technical Merits, 3) Past Performance, and 4) Price. Incorporated clauses are those in effect through the Federal Acquisition Circular Number 2005-26. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation Commercial Items, FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Condition – Commercial Items, applies to this acquisition and there is no addenda to this provision. All interested contractors must be actively registered in the Central Contractor Registration (CCR) database at the CCR website (www.ccr.gov). All questions must be submitted in writing and emailed to Demetria Brown at demetria.brown@gsa.gov and received by no later than 12:00 p.m., e.s.t., Friday, December 5, 2008 (NO TELEPHONE CALLS PLEASE). A response to all questions submitted by the due date will be posted at www.fedbizopps.gov by no later than 3:00 p.m., Friday, December 12, 2008. Proposals are due on or before 3:00 p.m., Friday, December 19, 2008. and shall be addressed to : Demetria Brown, Contract Specialist, General Services Administration (GSA), Public Building Services (PBS), Center for Acquisition Services (PGE), 18th and F Street, NW, Room 4302, Washington, DC 20405. Facsimile copies of the submittal will not be considered. It is the responsibility of the offeror to ensure that its submittal is received in a timely manner at the address designated above.
