Description
The NATO Consultation, Command and Control Agency (NC3A) intends to invite bids on the provision of Communications and Information Systems for Kandahar Airfield, Portion 5 Spectrum Management. NC3A is serving as the NATO contracting agency for this project, which is being funded within the framework of the Infrastructure Committee. The envisaged bidding procedure for this IFB (Invitation for Bid) will be the Alliance Operations and Missions (AOM) International Competitive Bidding (ICB) Procedure. The estimated value of this project is not available at this time. The reference for the IFB is IFB-CO-12709-OPL. The U.S. Department of Commerce will be using the same reference. NC3A has already begun compiling a bidders list for IFB-CO-12709-OPL. The list includes firms that have performed similar work for NC3A in the past. The U.S. Government will nominate additional qualified U.S. firms to the bidders list for the project. Please see the Bidding Procedure section of this announcement for instructions on qualifying for nomination to the bidders list for IFB-CO-12709-OPL. Bidding documents are expected to be NATO RESTRICTED. Further performance of the contract will require contractors to have personnel and facility clearances at the level of NATO SECRET at the time of the submission of bids. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the NATO contracting agency the NATO clearance certifications needed for performance of the contract. The successful bidder will provide a basic spectrum monitoring capability in a deployed airbase for a NATO-led operation in Afghanistan. The equipment will be used by NATO military technicians familiar with frequency management. The aim is to assist the frequency manager in his interference resolution duties by providing a means to home on the source of the reported interference in his area of responsibility by performing successive measuring fixes. Given the anticipated operational use, area of deployment, and urgency, the NC3A is looking for Commercial off the Shelf (COTS) or Military off the Shelf (MOTS) equipment, already designed, developed, and currently in production. The urgency of the requirement further justifies the stringent delivery deadlines and the absence of any design or development phase. SUMMARY DESCRIPTION The requirements are as follows: 2 Manpack Radio Direction Finding (RDF) systems, each including a 30 MHz-3 GHz Receiver/Spectrum Analyzer with a handheld Antenna, an Accessory set (Compass, GPS Receiver, Transportation bag/case, Harness, Rechargeable batteries, AC charger, Cables, and User manual.) 1 Workstation with Printer and standard Office applications Training (classroom and on-the-job) BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: 1) the title and/or solicitation number of the project 2) the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. Using the contact information indicated on the DOE, the NATO contracting agency will contact the firm directly when the IFB has been issued. IMPORTANT DEADLINES 1. Final date to request a Declaration of Eligibility: 26 November 2008 2. Target date for distribution of the IFB: end of December 2008 3. Anticipated closing date for receipt of bids: 23 January 2009 4. Anticipated contract award date: end of February 2009
