Description
The Nevada Army National Guard herewith issues a combined synapsis/solicitation for information technology services, to wit: creation of a report that determines the program cost necessary to create a comprehensive database which tracks multiple levels of detail pertaining to domestic operations for the Nevada National Guard Joint Operations Center (JOC). The system must be able track information pertaining to the following: Personnel Duty type, including active duty T10, State Active Duty, AGR, ADOS, Technician, etc Days worked from start to finish Daily hours worked Rate of Pay Computes pay due regardless of status Equipment Type of Equipment used Number of hours/miles used for both flight and ground equipment Number of gallons of fuel used, cost of repair parts etc Misc Expenses Lodging Meals Per diem Office supplies and replacement material The database must be user friendly with input beginning at the unit level. Reports would be created in the JOC and would provide up to the minute situational awareness. Such reports are provided to senior leadership, the Department of Emergency Management, the Governor for the State of Nevada, National Guard Bureau, Northern Command and various other federal agencies. This database must be web based with controlled access and security protections to provide the appropriate levels of information security. The system must interact with numerous other databases to accurately and timely compute costs and payrolls for both the federal and state systems. The system must link to the following systems and exchange information. State Federal Database Warehouse SIDPERS/DIEMERS/MILPERS Financial Management software Military Pay System WebEOC Logistics/Maintenance systems Joint Information Exchange Environment AFCOS The database would also track orders and awards issued for any designated operation. The vendor must be familiar with the systems utilized by the Nevada National Guard and the National Guard Bureau. The vendor must demonstrate successful previous products that have satisfied the complicated needs and requirements of this contract. Expected Result: Upon completion of the contract, the vendor would provide a detailed cost analysis report that would include the estimated cost for programming a detailed database and the number of programming hours required for each area. The report must also include the rates for programming and a description of the module provided. The end report will describe how this program will provide increased situational awareness to the staff of the JOC, provide a precise tracking mechanism during contingencies and allow the JOC to maintain historical documentation which passes audit requirements. Additionally, the review of this system demonstrates the benefits of such a detailed database. Such benefits include a precise level of cost accounting, payroll process improvement, asset tracking and other benefits. Products are to be customized to the Nevada National Guard and effective during both daily and emergency situations using the contractor’s unique experience in National Guard operations. The Nevada National Guard receives extensive review and suggestions for improving domestic operations processes and procedures and Standard Operating Procedures of the Operations Center. Specifically, tracking and executing missions during emergency events. Access to the Operations Center from outside agencies is increased by leveraging technology to the systems fullest capability. J6 personnel will learn how to maintain the technological advances pertaining to domestic operations. The Joint Operations Center personnel and systems become more efficient and precise in the tracking and execution of missions, while historical information is captured and organized electronically, therefore, ensuring the leadership of Nevada is confident in the JOC’s ability to support all assigned missions and events. At the completion of this site survey contract, the vendor will provide complete reports of all items listed in the “expected results” section and will provide multiple copies of this report to ensure that necessary leadership in the NV National Guard is provided copies of their analysis of what this program can do for the NVANG. A single award of a Firm Fixed-Price contract is anticipated and award will be made to the Offeror that provides a proposal that best meets the Government's technical requirements and price. This procurement is set-aside 100% for Small Business concerns only, under the NAICS 541511 and who meet the small business size standard of $23 Million. This announcement constitutes the only solicitation for the above requirement Proprietary information will be protected to the greatest extent provided by law.
