Solicitation Number: W912P6-09-S-0001 Notice Type: Sources Sought Synopsis: THIS IS A NOTICE FOR SOURCES SOUGHT ONLY NUMBER W9128F-09-S-0001. THIS IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BIDS. THERE WILL BE NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE OR PROVIDED WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT NOTICE. Response is strictly voluntary. The Government is not liable for reimbursement for any cost associated with providing information in response to this Sources Sought or any follow-up information requests. The Government shall not be liable for or suffer any consequential damages for any information deemed proprietary by the respondent that is improperly marked as non-proprietary. Responses to this sources sought are exclusive for HubZone small businesses, Service disabled veteran owned small businesses, 8a businesses and Small businesses in the United States that are established and registered in the Central Contractor Registration (CCR). The U.S. Army Corps of Engineers, Chicago District intends to competitively solicit and award an indefinite delivery indefinite quantity for civil works construction projects in the support of the CUP McCook Reservoir site. This contract will allow the Chicago District to respond more expeditiously and efficiently to resolve unforeseen situations which occur at the McCook Reservoir site, where multiple contractors are working concurrently. This notice serves the following purposes: 1) to notify potential small business offerors of the Corps of Engineers intent to solicit a future construction project; 2) to publicly identify the Army needs, and : 3) to obtain sources that may be able to fulfill the needs of the government. Please complete the following questions to assist the Government in determining Offerors experience in a no greater than a 5 page document: 1. Is your company currently or have you been registered with the following: a. CCR, b. ORCA c. DUNS and Bradstreet 2. Indicate your business for NAICS code 237990. $33.5M size standard in dollars - Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HubZone Small Business, or 8(a) Business. 3. Is your company currently prohibited from doing business with the Federal Government? Yes / No (If yes, explain.) 4. Considering your firms current and projected workload for 2009, can your firm secure performance and payment bonding for an Indefinite Delivery Indefinite Quantity Contract project estimated at $25 Million Dollars? 5. Has your firm successfully performed heavy civil construction within the last five (5) years? If so, provide one or two examples of construction projects with your response. If not, so state. 6. Do you expect that your firm would be able to successfully perform the following scope of work within the time stated and the cost constraints provided below? Scope of work: The NAICS code for the work is 237990, Other Heavy and Civil Engineering Construction. The work may consist of, but may not be limited to: site preparation, excavation, earth fill and compaction, grading, slope shaping, riprap placement, geotextile placement, rock placement and hauling, debris removal and disposal (i.e. from rock bench), dirt hauling, installation of retaining walls, installation of seepage/erosion control measure, roadway repairs, drainage installation, seeding/planting, storm water pollution prevention plan development, permanent/temporary fence relocation, surveying, removing/relocating stone stockpiles, ramp construction, and other heavy civil work. There will be a minimum obligation established. The Government reserves the right to either perform any portion of the services itself or through a separate contract. The Government is under no obligation to issue any orders in excess of the guarantee obligation. Each Task Order issued against this contract will be construction type with the applicable wage rates applying. Total contract is contemplated to be $25M divided evenly over one base plus four option years. Task orders (TO’s) could range from $20k to $5M. No more than $10M of TO’s are expected to be underway at one time. Offerors are advised that information provided to the Government in regard to the products or devices proposed will be considered For Official Use Only (FOUO) and will not be released to the public or any other potential offerors. The Government may retain this information for its records indefinitely. This is a Market Survey and notification of intent only (Sources Sought). This is not a request for proposal. Responses to this Sources Sought are required to be provided by e-mail, no later than Close of Business, December 8, 2008. Close of business is considered 4:30 PM CDT (Chicago Time).
