Description
The NRL has a requirement for research and development in the diverse area of Bio-Molecular Science and Engineering. The R&D requirements include tasks that vary considerably in their scope and in the complexity of the deliverable products. The key theme is the study of complex bio-molecular systems with the aim of understanding how “nature”has approached the solution of difficult structural and sensing problems. The work requires expertise in analytical diagnostics in chemistry and biology, molecular biology and immunological methods; surface chemistry and the characterization of surface phenomena; development of materials for MEMS and NEMS device applications, physics and materials engineering; optical spectroscopies, knowledge of energetic materials, modern computational graphics and modeling; information technology; electronics and instrumentation protoyping; and software development capabilities. Persons are required with the following skills: biochemistry, biophysics, molecular and cell biology, analytical and physical chemistry, surface chemistry and physics, materials science, engineering, nanoscience and nanotechnology, computer science and information technology, and sensor technology. A Cost Plus Fixed Fee (CPFF) contract is contemplated. The anticipated period of performance will be 12 months for the base contract with 4 options. Each option, if exercised, shall have a period of performance of 12 months. The anticipated level of effort (LOE) is 48,700 for the basic contract and 48,700 for each option, if exercised. The work is currently being performed by Nova Research, Inc. 1900 Elkin St. Suite 230 Alexandria, VA 22308. The solicitation will close approximately 30 days after issuance of the Request For Proposal (RFP). A detailed solicitation and statement of work will be posted on NRLs website at http://heron.nrl.navy.mil/contracts/listrfp.htm NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This solicitation and any amendments will be available via the Internet at the URL address cited above. Paper copies of the RFP will not be provided. All EIT supplies and services provided under any resultant contract must comply with the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR part 1194 (see FAR Subpart 39.2). Electronic and information technology (EIT) is defined at FAR 2.101. Any resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). Original and 2 copies of the offerors proposal shall be received on or before the response date and time noted in the RFP. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government does not intend to use FAR Part 12, Acquisition of Commercial Items. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205.
