Description
The Technology Applications Program Office (TAPO) is seeking a light weight replacement for the heavy steel Ballistic Protection System (BPS) currently used on its rotary wing aircraft. In support of market research efforts, TAPO is conducting a live fire test on available aircraft armor panels (ballistic protection) to determine firms with the capability to achieve threshold protection while reducing system weight who will be invited to compete for contract award for the Aircraft Occupant Ballistic Protection System (AOBPS). The acquisition strategy for AOBPS anticipates a limited competition for invited firms for a System Development and Demonstration (SDD) phase leading to a rolling down select for the Low Rate Initial Production (LRIP) phase with an option for full rate production (FRP). A Request for Proposals (RFP) is anticipated to be released in late January 2009. Only firms that participate in this live-fire test event will potentially be eligible to submit a proposal. However, providing aircraft armor panels for this test event does not guarantee eligibility to compete for the resulting contracting award unless the following material and security requirements are met: In order to submit a proposal for the AOBPS Phase 1 System Development and Demonstration, firms must submit six 8" x 8" (eight-inch-square) aircraft armor panels at no cost to the government for the government's use in live-fire testing. V50 Ballistic Performance tests will be carried out in accordance with MIL-STD-662F – V50 Ballistic Test for Armor using the following criteria: Range/ Obliquity - 100 meters stand-off and zero obliquity (1,950 feet per second, 0 Deg); Ballistic Protection - Threshold: 7.62mm x 39 M1943 Type PS Ball. The aircraft armor should be in its deployable state which means that armor panels should have any and all coatings typically used when installed in an aircraft. No brackets, bolts, or securing mechanisms are required that would be required for actual installation. Aircraft armor shall be at an Areal weight less than or equal to 4 lbs/sq ft. Panels that exceed 4 lbs/sq ft may not be tested or considered. Mark your panels with appropriate markings to reflect supplier, type of material, and armor fabrication. All panels should be mailed to the Technology Applications Program Office, ATTN: Sean Heatherman, Lee Boulevard, Building 401, Ft. Eustis, VA 23604. This is a Government only test event and participating firms cannot witness the test. TAPO will provide firms only the results from their own aircraft armor panel test event. Results of this live-fire event will determine which participants will be invited to submit proposals for AOBPS SDD. Invited participants shall incorporate these test results in their technical proposals. Additionally, the Government requests the written composition of the armor panel to determine if any material or environmental concerns exist. These details will be maintained by the Government and will not be shared with other firms. The Government conducted live fire test shall occur in January 2009. Each firm's panels must be delivered no later than 9 January 2009. Participating firms will be required to complete a written agreement that testing is at no cost or obligation to the Government. Eligibility Information: The Government test results are technical data that are subject to export control, and are anticipated to include information that is classified. Therefore, in accordance with established policy and procedures for the dissemination and withholding of technical data that disclose export controlled, unclassified technical data, participants need to be enterprises certified via DD Form 2345 to obtain export controlled, unclassified technical data or provide verification of current license or other authorization under the Arms Export Control Act, as implemented by the U.S. Department of State’s International Traffic in Arms Regulations (ITAR), for disclosure of the unclassified technical data subject to export controls. For receipt of portions of the test report containing classified technical data, participating firms must hold a current United States Government Secret facility clearance. To validate the classified document release, participant must provide company name, mailing address, email address (if available), point of contact, phone number, current CAGE number, Central Contractor Registration number and proof of current security authorization.
