Description
The Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL) has a requirement for a safety culture assessment expert. This procurement is being issued as a total small business set aside under FAR Part 13 - Simplified Acquisition Procedures. The safety culture assessment expert will be responsible for assisting a NIOSH research team in conducting safety culture assessments at underground coal mines. This safety culture expert will train the NIOSH team in methods specific to safety culture analysis and assist in the analysis of the safety culture at several coal mines. Six underground coal mines of varying size will be studied. A report of the safety culture at each of these mines along with a summary report will be generated. Background CDC's mission is to promote health and quality of life by preventing and controlling disease, injury and disability. CDC seeks to accomplish its mission by working with partners throughout the nation and world to monitor health, detect and investigate health problems, conduct research to enhance prevention, develop and advocate sound public health policies, implement prevention strategies, promote healthy behaviors, foster safe and healthful environments, and provide leadership and training. NIOSH provides national and world leadership to prevent work-related illness, injury, disability, and death by gathering information, conducting scientific research, and translating the knowledge gained into products and services. NIOSH's mission is critical to the health and safety of every American worker. PRL, one of the preeminent mining research laboratories in the world is part of the NIOSH Office of Mine Safety and Health which is focused on occupational health and safety research for mine workers. Mine workers face unique threats to their safety as coal mining is a relatively hazardous industry. Some of these threats include mine fires and explosions, gas or water inundation, and roof falls. Despite these threats to worker safety and health, the U.S. relies on coal mining to meet its electricity needs. Therefore, research must be conducted continually to increase the safety of the U.S. coal miner. Some of the unique threats facing coal miners may be mitigated by creating a positive safety culture in their mine. A positive safety culture, or a safety culture wherein employees perceive that the organization highly values safety, could lead employees to maintain or enact safety behavior prescribed by the organization. Safety culture assessments have been conducted in other industries with great success. However, safety culture assessments have had limited application to coal mining. In other words, a way of assessing safety culture and making recommendations for how to create a positive safety culture in coal mines is a relatively unexplored area. Scope of Work NIOSH researchers are experts in best practices for safety at coal mines and skilled in conducting quantitative and qualitative data analysis. However, since safety culture assessments are new to coal mining, NIOSH researchers are interested in augmenting their skills through training from a safety culture expert. The vendor will assist in this safety culture analysis by preparing documents for the Office of Management and Budget's (OMB) approval and the Human Subjects Review Board's approval. The vendor will also supply previously employed and validated measurement instruments. This project will require the vendor to travel to the Pittsburgh Research Laboratory and to several mine sites. The vendor will also be responsible for furnishing a report on the safety culture assessment at the first mine, consulting with the NIOSH research team in preparing reports for the remaining 5 mines, and assisting in making overall recommendations for improving the safety culture of underground coal mining. The entire scope of work requirements and evaluation factors will be included in the solicitation. This procurement is being issued as a total small business set aside under FAR Part 13 - Simplified Acquisition Procedures. The CDC expects to award one (1) Firm-Fixed Price contract with a period of performance, including all options, of three (3) years. Proposals will be due on or about January 16, 2009. No verbal or written requests for copies will be accepted.
