Description
The Department of Veterans Affairs, VA Boston Healthcare System, seeks a chaplain to render chaplain pastoral and sacramental services. All chaplains must be registered with Dunn & Bradstreet, registered with the Contractor Central Registry (CCR), and pass a security clearance before contract award. A fixed price contract with a base of December 1, 2008 through September 30, 2009 with three (3) option years is anticipated and shall be awarded. It is the Government's intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. Phone calls for additional information will not be entertained; email all inquires to the point of contact listed. This synopsis is issued pursuant to FAR 6.302-2. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the service/department and the transaction/requisition #: Department of Veterans Affairs, Boston Healthcare System, Contracting Division, Chaplain Service 2. Nature and/or description of the action being approved: Sole Source procurement of Chaplain Services: The services of a Protestant Chaplain are urgently needed to visit all patients either at intake or after admission. 3. Description of the supplies/services required to meet the agency's needs (including the estimated value): Estimated value of the Protest Chaplain services is $26,000.00 4. Identification of the statutory authority permitting other than full and open competition: Far 6.302-1, USC 253(c) (1) Unique Source or Only one Responsible Source 5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: The proposed candidate is an ordained Episcopal Priest as well as a veteran. Having prior military experience uniquely qualifies this individual to counsel other veterans; he is knowledgeable of the unique circumstances that veterans experience during their course of military service and subsequent reentry into civilian life. The proposed candidate has been clinically certified by the Reformed Episcopal Church, possesses a Master of Theological Studies, and is duly endorsed by the Endorsers Conference for Veterans Affairs Chaplaincy. 6. Describe the efforts that have been made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies: No exceptions apply and a notice will be posted. 7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: A determination of price reasonableness will be made at award. The government estimate appears fair and reasonable based upon previous acquisitions for chaplain services. 8. Description of the market survey that was conducted (i.e. names of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted: No market survey was conducted. 9. Any other facts supporting the use of other than full and open competition, such as: Explanation as to why technical data packages, specifications, engineering descriptions, statement of work, or purchase descriptions suitable for competition have not been developed or are not available. This contracting activity will continue to encourage full and open competition whenever possible. 10. A listing of the sources, if any, that expressed an interest in the acquisition: None to date. 11. A statement of the actions, if any, that the department/service may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies/services is required in the future: This contracting activity will continue to encourage full and open competition whenever possible.
