- The Contractor shall furnish all labor, material, equipment and supervision to perform sweeping and disposal of street sweepings and debris from streets, roads, parking lots, piers, and pier trestles, and the cleaning and disposal of debris from catch basins at Naval Weapons Station Earle, at the Main Station area located in Colts Neck, NJ, the road connecting the Main Station area and the Waterfront area (Normandy Road), and the Waterfront area located in Leonardo, NJ. The resultant contract will be a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) type contact with online ordering using Department of Defense (DoD) EMALL. Acceptance of Government Purchase Credit Cards is required along with the purchase of DoD EMALL Encrypted Software. The Department of the Navy intends to issue an RFP for this project. The solicitation and award shall be made utilizing FAR Part 13.5 - Test Program for Certain Commercial Items. The NAICS Code for this acquisition is 561990 (All Other Support Services) and the size standard is $7,000,000.00, and will be 100% set aside for small business. The period of performance will be for one (1) base year commencing within 15 days after notice of award. The Government has the option to extend the term of the contract for periods of 1 to 12 months per option, for a total duration not to exceed 60 months. The Government may extend services up to an additional six (6) months in accordance with (IAW) 52.217-8. In accordance with FAR 5.102(d), all solicitation documents will be limited to electronic medium using Adobe Acrobat (pdf) format. Solicitation packages will be made available after 12/01/2008 on the Navy Electronic Commerce On-Line (NECO) web site: https://www.neco.navy.mil/. No telephone requests will be accepted. Downloading from the Internet is free of charge; however some specifications may take a considerable amount of time to download. All prospective offerors are encouraged to register for the solicitation prior to downloading it from the NECO website. Notification of any changes to this solicitation (amendments) shall be made from the NECO Website. Only registered contractors can be notified by e-mail when amendments to the solicitation are issued. All contractors are required to register in the Department of Defense (DoD) Central Contractor Registration (CCR) database. Failure to register in the CCR makes an offeror ineligible for award of a DoD contract. Information regarding this registration may be obtained by accessing the website at http://www.ccr.gov. Exact Request for Quotation (RFQ) issuance and closing dates will be set forth when the solicitation is released (shortly after 12/01/08).
