- HSCG87-09-B-643037 – Replace Wastewater System at USCG LORSTA Shoal Cove, Alaska. The project is located 20 air miles east of Ketchikan Alaska. The contractor is responsible for transportation to the site. On a space available basis personnel can obtain transportation on a Coast Guard contracted supply boat which travels from Ketchikan on Mondays, Tuesdays, and Fridays. Housing for up to 6 people will be supplied by the station and meals are available at station rates. The work consists of pumping out and demolition of equipment for a 1,500 gallon extended aeration treatment system, chlorination tank, pit facility, supply sewer lines, electrical supply and construction of a new fully functional system that is in compliance with the state wastewater permit. The seepage pit, chlorination pit and outfall line are to be abandoned in place and the pits filled with native material. An old water filtering system is to be demolished and a new system installed. The new sewage treatment system shall consist of a 4,000 gallon septic tank, an Orenco1,500 gallon recirculation system, two Advantex AX 20 filters, Orenco pumps, floats, controls, a Salcor UV disinfection unit and a dispersal field for the effluent. The sewer pipe shall be constructed from the station building to the treatment system in double walled pipe. The specified system components are necessary based on the Alaska Department of Environmental Conservation (ADEC) wastewater permit approved for this project. It was determined by the project designer in consultation with ADEC that only the specified equipment from Orenco Systems produces the highest quality effluent, has remote monitoring and control and has certified personnel in Southeast Alaska that directly service installed equipment. Any information contrary to this determination shall be promptly referred to the issuing office. The estimated start work date is spring 2009, with a required completion date of July 31, 2009. The estimated cost range is between $100,000 and $250,000. See the solicitation for bonding requirements. This procurement is issued as a 100% small business set-aside. The North American Industrial Classification System (NAICS) Code is 237110 and the applicable size standard is $33.5 million dollars in annual receipts for the past three years. All responsible small businesses may submit a bid. This solicitation will not be issued in paper form.
