Description
INVITATION TO BID CERTIFIED NURSE’S ASSISTANT TRAINING PROGRAM Adams and Associates, Inc. contracting for the U.S. Department of Labor, for the operation of the Joliet Job Corps Center, a 280 student residential training facility located at 1101 Mills Road, Joliet, IL 60433 is currently soliciting written bids for a Certified Nurse’s Assistant Training Program. Attached please find the Scope of Services that will be required under this Certified Nurse’s Assistant Training Program Agreement. If you do not wish to quote please indicate and return to us. Adams and Associates, Inc. reserves the right to reject any bids and select the bid deemed most responsible. Bidders should be aware of bid requirements for federally funded projects and act accordingly. Joliet Job Corps Center is a government facility and entitled to GSA pricing. I. SCOPE OF SERVICES Contractor will provide a State of Illinois approved Certified Nurse’s Assistant Training program. The curriculum will meet or exceed State requirements for Certified Nurse’s Assistant certification and will incorporate US Department of Labor (DOL) approved Training Achievement Records (TAR) to document student training. The program will consist of theoretical and practical on Center training of students, when possible, as well as clinical training at Contractor facilities in the Joliet area. Classroom and clinical instruction and supervision will be provided through lectures, quizzes, tests, activities, videos, skills practice, evaluation and a Clinical Practicum. A class will consist of a minimum of ten (10) students. Classes will be offered up to five (5) times per year. Classes will be eight (8) weeks in length. Forty (40) hours of supervised training for clinical will occur at Contractor’s facilities. 1. Provide instruction for the CNA program, to include completion of the foundation and CNA TAR (referenced above). 2. Provide State certified instructor to train and supervise enrolled students. If applicable, On Center supervision of Contractor or Contractor’s staff will be provided by the Center’s Career Technical Training Manager. Contractor will designate a liaison to coordinate the program with the Business and Technology Vocational Center Manager. All on Center Contractor staff will abide by the same rules and regulations as Center personnel. The Center reserves the right to request the removal of any Contractor staff. 3. Secure the clinical site for students training for clinical hours. 4. Contractor’s Instructors will be required to supervise, monitor and control student behavior, attend all student progress evaluation meetings, participate in required Center meetings and functions and maintain a neat and orderly classroom at all times. 5. Make every effort possible to assist in the placement of students who successfully complete the program and assist the Center in reaching its placement goals of 98% of CNA students. 6. If applicable, provide paid work-based learning opportunities to students during the clinical portion of their training. Payment will be at minimum wage or higher. 7. Maintain an annual completion/graduation rate of 70% or higher of the students enrolled. 8. Regularly demonstrate and advise students on the value of good work ethics and attitudes for success in the vocational field. 9. Maintain records of student attendance, progress and instruction. 10. Maintain a record of each student’s progress on a weekly basis utilizing a TAR (Training Achievement Record) provided by the Center and required by USDOL to establish competency. 11. Complete documentation required for Certification upon completion of training program. 12. Provide training and certification in both First Aid and CPR. 13. Provide all Job Corps students, who are legally Federal employees for occupational safety and health purposes, with safety and health protection which shall be at least as effective as that which is required under the Occupational Safety and Health Act of 1970 ( 29 USC 0 and Code 29 of the Code of Federal Regulations (CFR) parts 1910, 1926 and 1960). 14. Not discriminate against any Job Corps student, employee or applicant, regarding race, gender, religion, color, national origin or handicap in connection with the performance of work under this Subcontract.
