Description
The National Institutes of Health, Office of Management Analysis has a requirement as follow-on to the current services the development of a hospital executive dashboard with key organizational performance indicators. The Government's intent is to sole source the follow-on services under Commercial Services in accordance with FAR PART 12.603. This Combined Synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This intent to sole source shall be initiated to Iyer Consulting, PO Box 511, Centreville, VA 20122-0511. The North American Industry Classification System (NAICS) code is 541511 under this small business requirement. The NIH Clinical Center (CCS) is the Clinical research facility of the National Institutes of Health (NIH) serving the patient care and clinical research needs of the NIH intramural research program. Its mission is to provide patient care, services, training, and the environment in which NIH clinician-scientists creatively translate emerging knowledge into better understanding detection treatment and prevention of human diseases. The Office of Management Analysis and Reporting (OMAR) (CC) provides efficient and effective financial management of programs that fully support the CC and the NIH in meeting its goals and objectives. OMAR is responsible for performing workload audit and control functions; defining business requirements for new clinical information systems and supporting modules that document and monitor patient care; and developing presentation and support materials for various NIH and hospital governing bodies. One strategic goal of the CC is to enable hospital executives and NIH Institute leadership to quickly identify and effectively react to events in the hospital. To assist in achieving this goal, the CC began the design and development of a hospital Executive Information System (EIS) to allow participating NIH Institutes the ability to quickly access and analyze information across a broad range of hospital functions. The initial phase of the EIS initiative was to develop patient census dashboards for hospital and IC leadership. Each dashboard contains hospital patient statistics including, inpatient and outpatient census, admissions, average daily census, etc. This phase of the initiative was achieved in January, 2004. There have been several phases under this requirement, and in 2008, development work included the development and subsequent redesign of Laboratory Medicine and Social Work dashboards as an output of the Data Transformation Initiative (DTI) project, redesign of the Central Hospital Supply dashboard, and preliminary design of the Radiology and Activity Summary dashboards. The current work the contractor shall be responsible for the continued development of DTI dashboard and ad hoc modules (Data Model Redesign RTL process Development and changes MicroStrategy Object Creation, MicroStrategy Report Development, Report Services Dashboard Creation, and further modifications to existing web customizations; Continued redesign of all dashboards in MicroStrategy 8.1 (MicroStrategy Object Creation, MicroStrategy Report Development, Report Services Dashboard Creation, and further modifications to existing web customizations; Expansion of Data Dictionary Project to include DTI dashboard and adhoc modules (Data Model Re-Design, ETL, Process Development and changes, MicroStrategy Object Creation, MicroStrategy Report Development, HTML Document Dashboard Integration, and further modifications to existing web customization. The Statement of Work Requirements and Evaluation Criteria shall be part of this announcement as an attachment. The following clauses and provisions shall be applicable as applies to this acquisition and a statement regarding any addenda to the provision. FAR 52.212-1 Instructions to Offerors; FAR 52.212-2 - Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial; FAR 52.216-21 Requirements, FAR 52.217-5, Evaluation of Options, PAR 52.217-8, Option to Extend Services, FAR 52.217-9, Option to Extend the Term of the Contract, and FISMA Privacy of Information.. The anticipated award date is January 26, 2009 with the Basic 12-month period and successive options that shall be evaluated as part of the exercisable term of the contract. The due date of proposal shall be submitted no later than December 22, 2008 at 1:00pm local time to Ms. Deborah Britton, National Institutes of Health, Office of Purchasing and Contracts, 6707 Democracy Blvd. Suite 106, Bethesda, Maryland 20892. The following packaging information shall be included in submitting the proposal: (1) Name and Address of Offeror (2) Request of Proposal No. (2) Title of the Acquisition; (3) Due Date and Time. The number of proposals to be submitted is (1) original to include Business and Technical and (2) copies. All information to be included in both Technical and Business is part of the attachments of the Statement of Work and Evaluation Criteria.
