- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. The North American Industry Classification System Code is 424690, Other Chemical and Allied Products Merchant Wholesalers. The small business size standard is 100 employees. This procurement is a total set-aside for small service-disabled veteran-owned business concerns in accordance with IL-07-08.1 VA Notice of Total Veteran-Owned Small Business Set-Aside. SPECIFIC CONTRACT REQUIREMENTS: Contractor shall furnish all labor, supplies, equipment, supervision, and services necessary to furnish and deliver bulk, granulated white salt to the Battle Creek VAMC, Battle Creek, Michigan, for the period December 1, 2008 through September 30, 2009. The salt is stored in a silo type unit and is required to be blown into the unit upon delivery. On-demand delivery orders will consist of an estimated 25-30 tons. Delivery must be made within two business days after the order is placed. Estimated annual quantity is 200 tons. Proposed rates should include all costs associated with Request For Quotes (RFQ) VA-251-09-RQ-0015. The provision at 52.212-1, Instructions to Offerors - Commercial (JAN 2005), applies to this acquisition. The provision at 52.212-2, Evaluation - Commercial Items (JAN 1999), applies to this procurement. Quotes shall be evaluated on price and past performance. Price is significantly more important than past performance. Offerors are required to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, (MAR 2005), with its offer.
