- DESCRIPTION: The Department of Veterans Affairs Nebraska Western Iowa Health Care System (NWIHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with Karl Storz Endoscopy America Inc. under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-27. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. ITEMS BEING PROCURED ARE AS FOLLOWS: Quantity of four each of the following - (a) C-MAC Video Laryngoscope Kit to include # 4 Blade, Monitor, Clamp and Elec Imaging Module, P/N: 8401BXC-KT; (b) C-MAC Video Laryngoscopes # 3, P/N 8401AXC; (c) Pole Stand with Storage Basket F/CMAC Video Laryngoscope Monitor, P/N: 9700GCX; and (d) Pole Mounting Clamp for TFT Monitor, P/N: 9700-CLP. RATIONALE FOR SOLE-SOURCE PURCHASE: The C-MAC Video Laryngoscope is the only known video laryngoscope which uses a standard intubation blade (for peds, adults, curved and straight) that will interface with a video conferencing system which has been developed to provide telementoring from a distance during airway management. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, December 8, 2008, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
