Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-09-T-5069, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. NAICS 811111 applies. The Small Business Competitiveness Demonstration Program is not applicable. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA. intends to award a firm fixed price brand name purchase order for USNS SALVOR for the following: STATEMENT OF WORK: l.0 ABSTRACT 1.1This item describes the requirement for a Caterpillar OEM’s Technical Field Representative to accomplish all recommended 20,000 hour Service maintenance and repair requirements for ships 2SGA Main Diesel Generator. 1.1.1The 20,000 hour service includes: installation of new fuel injectors and inspection of the jacket cooling water system. 1.1.2PERIOD OF PERFORMANCE: 20 March – 02 April 2009 1.1.3PLACE OF PERFORMANCE: Bremerton, Washington 2.0REFERENCES/ENCLOSURES 2.1REFERENCES 2.1.1NAVSEA Tech Manual S9233-BN-MMM-010/11083/D399B-TA Caterpillar, (Available Onboard) 2.2ENCLOSURE 2.2.1 Maintenance Section D399 Marine Engines 20,000 Hr.- *see attached. 3.0 ITEM LOCATION/DESCRIPTION/QTY 3.1 LOCATION: Aux. Mach. Rm.. Stbd side lower platform 3.2 QTY: One (1) Caterpillar Model D399 Marine Engine 3.3 DESCRIPTION: Caterpillar D399 Diesel Engine., SER# 91B1476. 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES 4.1 GOVERNMENT FURNISHED EQUIPMENT: None 4.2 GOVERNMENT FURNISHED MATERIAL: 4.2.1 Lube oil / greases / water treatment. 4.3 GOVERNMENT FURNISHED SERVICES: 4.3.1 ABS Surveyor 5.0 NOTES 5.1 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this Work Item. In performance of this Work Item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s. 5.3 Contractor shall ensure and provide ALL necessary special tools required to accomplish repairs and testing. Special tools are considered those items that would not normally be found onboard the vessel or required to be stocked by ship force.. 5.4Contractor shall submit documentation showing exchange units are certified OEM products and have been stamped approved by an ABS surveyor – if required. 6.0 QUALITY ASSURANCE REQUIREMENTS – None additional 7.0 STATEMENT OF WORK 7.1 Ensure that all pertinent, systems, valves and circuit breakers are Secured and Tagged IAW MSCREP procedures before commencing with this Work Item. 7.2 The contractor will accomplish the below listed work requirements for “Cat” 20K overhaul. Supplying all labor and material unless otherwise specified including all testing requirements. 7.2.1 Contractor will co-ordinate with ships force to remove and dispose of all fluids in order to complete the requirements of this work item. 7.3 Take and record crankshaft deflection and endplay readings prior to commencing work on this item. Submit an “As Found” Condition report to the MSCREP. 7.3.1 Accomplish the requirements of the Original Equipment Manufacture’s (OEM) 20,000 Hour Overhaul (Enclosure 2.2.1). 7.3.1.1 Contractor is requested to remove and replace the camshaft with new contractor furnished Camshaft, lifter kit and all bearings. Install new contractor furnished fuel rack, fuel pumps and all front drive bearings. 7.3.1.2 With Shipyard crating assistance and completion of all repairs the OEM rep. is requested include in his bid to send the old camshaft to a recognized “CATERPILLAR” repair facility and refurbish to mfr. Specifications. Upon completion of machine & polishing, ship camshaft labeled as spares to. Mark Crate: “ARS SPARE CAMSHAFT” MSC Cheatham Annex 101 Sandra Ave. Williamsburg, VA.23188 7.3.2 Furnish all OEM repair parts/material. Accomplish all other work as described inclusive from Para 7.1 to Para 7.16 7.3.3 Clean and degrease the block and engine components upon completion of the removal of the cylinder heads. The OEM Technical Representative shall submit to the MSCREP Representative an “As Found” Condition Report. 7.3.4 The OEM Technical representative shall prove cylinder head valves and seats are gas tight with compressed air test. Install new cylinder heads and with cylinder head gasket Kits. Utilize proper bolt sequence and torque specifications during reinstallation of cylinder heads to engines. 7.3.6 Contractor shall furnish all new gaskets and seals. 7.4 OEM Technical Representative shall inspect, adjust and “Set” valve lash and inspect valve rotators. Readjust valve lash if required during or after the full and complete Operational Testing sequence. 7.5 Install new Fuel Oil Injectors. 7.6 The OEM Technical Representative shall conduct an inspection of the engines’ Jacket Cooling Water system. 7.6.1 Contractor will co-ordinate with ships force and dispose of coolants drained from engines. 7.6.2 Submit an “As Found” Condition Report to the MSCREP. 7.6.3 Rebuild ships raw water pump including thrust washer, provide new inlet elbow. 7.6.4 Re fill jacket water with “CAT Engine Flush”. Run engine at operating temp., circulate flush as per mfr. recommendations, drain and refill. 7.7 Contractor will co-ordinate with ships force to drain and dispose of all lube oil. Clean crankcase sumps and oil pans using lint free rags. Check and clean suction screens. Present sumps for inspection to Chief Engineer. Replace leaking oil pan gasket. 7.7.1 Open and inspect the Lube Oil pump. 7.7.2 Submit an “AS Found” Condition Report to the MSCREP Representative. 7.7.3 Fill the crankcase sumps after a Final Inspection by the Chief Engineer, prime the lube oil system and make ready for final testing of engines. 7.8 Take and record crankshaft deflection and endplay readings after all work is completed. Submit an “As Released” Condition Report to the MSCREP Representative. 7.9 Conduct an inspection of the engines Alarm, Monitoring, Safety, and Shutdown systems. 7.9.1 Submit “As Found” Condition Report for conditions noted during inspection and/or testing in Par. 7.9. 7.9.2 Test, adjust and Set all temperature, pressure and electrical “Shut-Down” devices. MSCREP and ABS to witness Final Testing. 7.10 Inspect engine mounts, foundation bolts, turbocharger mounts and vibration dampers. 7.11 Conduct a full and complete Operational Test of 1A engine for eight (8) hours. Contractor shall take and record cylinder exhaust temperatures. 7.12 The contractor shall perform a Marine PAR (Performance Analysis Report) Diagnostic Test on the engines to determine the performance and efficiency of each unit. 7.12.1 Submit an “As Found” Condition Report summarizing test results of the Marine PAR Diagnostic Test. 7.12.2 The OEM’s Representative shall submit two (2) copies of a Final Field Trip report to the MSCREP detailing all conditions found, as found clearances, corrective actions taken, parts renewed (include OEM identifying P/N’s) and any recommended future repairs. 7.13 All debris resulting from this Work Item shall be removed from the ship on a daily basis. 7.14 Prep, prime and paint all new and disturbed areas to match surrounding. 7.16DescriptionQTYUNI T Material Labor Total a. 20,000 hour overhaul 1EA ________ ________ ________ 8.0 GENERAL REQUIREMENTS: 8.1 OEM Rep shall provide all engine service reports in both electronic and hard copy format. *Enlosure 2.2.1 attached.
