- Sources are being sought for a chemical surety capable research facility to conduct research, development, test and evaluation (RDT&E) on a task order basis in support of the Medical Chemical Defense Science and Technology Research Program for the Department of Defense. To augment the Army's in-house scientific endeavors at improving the survivability of soldiers in chemically-contaminated environments, research will be engaged to answer and validate basic, applied, and developmental biomedical questions critical to providing improved medical countermeasures against existing chemical warfare agents and emerging threats. This effort will involve writing study protocols and conducting tests for potential decontamination and protective systems, as well as antidotal and therapeutic compounds against chemical agent contamination. Studies will involve in vivo and in vitro experiments, animal models, alternatives to animal models, and comprehensive benchtop procedures utilizing chemical surety materiels (CSM), RDT&E dilute solutions of CSM, and other hazardous chemicals. The facility must be capable of performing research under Good Laboratory Practice guidelines and producing reports to support submissions of New Drug Applications to the Food and Drug Administration. All personnel working with or around CSM shall be enrolled in the Personnel Reliability Program. All technical support staff working with research animals shall be American Association for Laboratory Animal Science (AALAS) certified as Laboratory Animal Technicians. The facility must meet all safety and surety requirements for storage, handling, use, and disposal of CSM, RDT&E dilute solutions and hazardous materials. Research is planned to commence mid 2010. A Pre-Solicitation Conference is planned for late January/early February 2009. A Request for Proposal is planned to be issued in May 2009.
