Description
Capable sources are sought to perform renovation work on chiller systems at the Air Force Research Laboratory (AFRL) Rome Research Site (RRS) NY. This is a Sources Sought Notice and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this Sources Sought Notice is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from responses to this notice may be used in the development of an acquisition strategy and future solicitation. The Air Force is considering whether to set aside this Firm Fixed Price (FFP) acquisition for certified 8(a), HUBZone, and/or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. If adequate responses are not received, the acquisition may be solicited as a Small Business set-aside or on an Unrestricted basis. If this effort is to be set aside, then the clause at FAR 52.219-14, Limitation on Subcontracting, will apply. This Sources Sought Notice is for planning purposes only. The applicable NAICS code is 238220 with an associated small business size standard of $14,000,000 average annual revenue. The requirement consists of providing all equipment, labor, and materials to perform a complete replacement of Building 106 cooling towers and DX systems. The completion time for this project is estimated to be 10 months from date of Notice to Proceed. The estimated magnitude of construction is between $1,000,000 and $5,000,000. All interested 8(a), HUBZone, and Service Disabled Veteran Owned Small Business (SDVOSB) concerns are invited to respond. Responses must include: (1) positive statement of your intent to submit a proposal for this solicitation as a prime contractor; (2) demonstration of experience as a prime contractor within the last 3 years for projects of similar magnitude and scope, particularly experience with the installation of welded process piping systems performed with tradesmen employed by the prime contractor or as prime contractor and the installation of commercial chilled water generators of 200 tons capacity or greater. (3) past performance information for work cited above to include contract numbers, project titles, dollar amounts, percentage of work completed as prime contractor, points of contact, and contact information; and (4) documentation of current 8(a), HUBZone, or SDVOSB status such as SBA certification letter or other evidence. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested 8(a), HUBZone or SDVOSB concerns. Failure to submit all information requested will result in a contractor being considered ‘not interested' in this requirement.
